commissioner melgar? >> vice president melgar: thank you. this is really excellent work and needed five years ago, so i'm glad you guys -- particular thank you to andy, claudia and gabrielle for putting this together. i had brought up the issue of transportation. i'm also interested in seeing this map juxtaposed with other data, home ownership versus rental in the housing stock. i think that would be really interesting because we know particularly in southeastern neighbors there are a lot of folks that are house rich and cash poor, and i think in understanding those neighborhoods, it's important in understanding that dynamic. and also, i'd be interested in juxtaposing d.b.i. housing data in terms of violations, so particularly in areas with high concentrations of rental housing, how that looks like in terms of habitability and housing code violations. you know, when you look at rent control data, so you know the buildings are valuable, have rent controlled tenants, and there's lots of housing violations, what does that mean in displacement a

commissioners fong, melgar, and hillis voted against and subsequently continued that matter to today. >> good afternoon, commissioners. david weissglass, planning department staff. the request before you is arequest for -- a request for conditional use authorization -- the location -- located in the divisadero street commercial financial district and currently vacant, but most recently occupied by health haven, a grocery store. as commission secretary stated, it was previously heard on september 6 and a motion of intent to disapprove was made. it was continued yet again on september 27 without a hearing. in total, from the -- before the previous hearing on september 6 and since, the department has received a total of 29 letters of support. a support petition signed by 359 residents, and a petition signed by 30 local merchants. in addition, the project sponsor has provided additional documentation regarding the wage disputes as well as documentation on their work trade programs, and i have some of those documents if you would like to see them. the department has received a total of 120

>> vice president melgar: yeah, so i'm torn on this one, because it's so small. i think that -- i've said this before when we talk about 24th street and the discussion on formula retail, i think that part of the issue in so many vacant store fronts is the lack of density. retail has already changed, and what was pencilled out 25 years ago may not necessarily pencil out today, so i do think having more customers in the corridor is one of the solutions for helping the commercial corridors thrive. i do think that we should be exploring housing above commercial at every opportunity. however, this is the fairly small project, and 15 years is a long time, and having a vacant, you know, store front does affect everyone else. and i cannot imagine how another grocery store, good as it may be, can compete with a whole foods, you know, in such proximity. so i'm actually leaning towards approving this as-is, but i'd like to hear about what other commissioners have to say. >> president hillis: i'd say i support this also. we're not precluding a project coming to us that would

commissioner melgar? >> vice president melgar: so i put my way through college at san francisco state by working at i. magnin on union square. if you'll remember, i. magnin had seven floors and now macy's is there. i worked mostly on the third floor, and that was couture, and i'd sell one dress for the month, and that was rent. and nordstrom came in and up ended the process. the process was very genteel, the ladies would come in, and you'd wheel out the rack. i think of union square as such an important place in our city. it's where, you know, frank has a sign, you know, talking about aliens, taking over the government and all sorts of things happen. it's our, you know, central square, and i want to preserve that. and you know, i think that we're talking about a balance of, you know, keeping up with the changes and also preserving what we want and know and love. and how important this place is. and so i actually am leaning on the side of providing flexibility, and i say this because we haven't just heard

eric, rena melgar and carlos are all on the advisory board. from the chamber of commerce and planning commission, and so specifically for this permit, i reached out to all the neighbors. the landlord, the residents, and supervisor ronen's office, and talked to them about it and got letters of support from many of them. i will say the reception has been pretty positive. i put a piece of paper up on the corner when i signed the lease which most people told me don't put anything up anywhere. cover it up. but i am doing this for the community. so the first thing i did was write up a big piece of paper on the corner in english and spanish to tell anyone walking by 16th and valencia is what this is about. i got a lot of longtime mission residents pretty jazzed about the idea of new space focused on community and civic engagement first and foremost. so i did do as much outreach as i could. i put teresa meijer on the list from the women's building and she is a very busy lady and i didn't hear back, but she is aware. >> and to your actual neighbors. >>
