application. >> president melgar: thank you ma'am. we'll hear from d.r. questioner number three. >> good afternoon. i'm a resident and i property owner on carson street. i'm here representing kenneth hillman who cannot be here today who actually wrote the discretionary complaint. i'm here representing the other might bees on seward and carson streets all whom maybe negatively impacted by the egregious remodel of the property at 50 seward street. to 50 seward street is part of group two-story single family homes all designed and built at the same time in the 1920s. street frontage gives away to interior spaces which is some of san francisco's best downtown views. the street frontage has been preserved for more than 90 years while homes have been remodeled by successful owners. each who worked together collaboratively with the neighbors to find solutions that respect the neighborhood's characters and esthetic. the proposed changes are both exceptional and extraordinary and must be changed significantly in order to preserve the neighborhood's design and char

. >> thank you, president melgar. president mccarthy and commissioners, good morning. i will be very brief because i'm actually in the middle of a committee hearing downstairs, and let me thank you for vetting this piece of legislation. i think we all agree, and have agreed for many, many years, that there is a problem relative to definitions of demolition in the code relative to demolitions. we all know the numbers. the reality is, as we see in the housing balance report, for every two units of affordable housing that we build, we lose one, probably more than one, if we counted the numbers a little differently. it is not just about the high-profile things we've seen in the meeting, like 49 hopkins, and the willis polk house. it is a larger, systemic problem. i am not the first supervisor who has tried to fix this. it has been attempted by many people. my former colleague, jake, teamed up, unlikely though it may have been, with alice barkley to solve this problem almost 20 years ago. but i think we all know that there is a problem. we all want to stop these types of de

my name is myrna melgar, and i'm the executive director of the jamestown community center, also the president of the planning commission. i had the honor of cochairing the -- one of the committees for the bond. i cochaired the middle-income and preservation committee, and we had a very wide group of folks from labor, nonprofit, housing developers. supervisor fewer was on my committee. i was very honored to have her, and i'm here to ask you to please consider the needs of middle-income folks. so i spent many years at the mayor's office of housing working as a program director. i joke -- although it's not a joke, that i have friends left in the city because of that program. so nonprofits, teachers, nurses, folks who are now increasingly having to commute from places like modesto and stockton don't quite qualify for the low-income housing that we have but in no way can afford to live here, and they leave. they leave when they have kids, and they leave between the double whammy of school and housing. my organization did community housing work. it's the low-income small sites that allow us to have
