i see supervisor catherine stefani and supervisor myrna melgar, as well. we have many folks that are part of the fabric of san francisco, and the reason why we're here with so many amazing women is because we know that since this pandemic began, women have really had a serious challenge. it's not bad enough that women in fact make about 80% to the dollar that men make, and african women more in the 60%, and latino women more about 50% on the dollar. it's not bad enough that we're not paid as much, but because there were challenges with child care, challenges to school, access to transitions and new and rewarding opportunities in the work industry, women have suffered really during this pandemic, and so it is so important to me that when looking at our economic recovery as san francisco began to reopen, that we can look at ways of supporting and invest in san francisco. now today, we have some really big announcements. now it's been hard, but two thirds of san franciscans have been vaccinated. as we begin to reopen, we want to keep people safe, and we are h

well, thank you, chair melgar. i would just say i appreciate the space to have the opportunity to talk about this. as you all know, we're working on some of the standards or have worked on some of the standards for safety in the work place or office workers. both of you have been super supportive in your own way. all of us collectively have heard from our workers in their discussions about returning to the workplace. we've all worked tirelessly over the last year within our department of public health to do that in the healthiest way possible. but this conversation and this shifting culture in the office environment i think was one that was important to have. i think maybe what we'll do is maybe not as many presenters, but maybe have a small -- maybe if i can ask the chair to continue this hearing to the call of the chair, we can check back in a few months, maybe as we get into the fall to see where things are and see if there are any adjustments that have been made and maybe we can recheck back in on this conversa

i know you and chair melgar had conversations on the planning commission about that. i think that's something we have grappled with a lot in my district. there's been a lot of desire for more neighborhood commercial versus nonprofit. we were the other way. i think at the end of the day, not having vacancies is a top priority for everyone. but then your point to arts and culture and having certain nonprofits in proximity or access to the downtown core, that might be something to rethink. that's a good point. and then obviously the small business recovery act is going to be coming our way soon. we're going to take a deep dive and i'm sure it will be coming to this committee as a landing point before the board. thank you. >> thank you for the opportunity. >> i have a question. good to see you. we share this love for arts and culture. it is what makes san francisco unique. and you know, we fund arts and culture through the hotel tax and that has dwindled down and we just appropriated some funds the make folks as whole as we could for this fiscal year but we don't know abo

supervisor melgar welcome to the gao committee and the floor is yours. >> supervisor melgar: thank you so much chair preston. i'm here in support of the first item on your agenda which is in my district. it is an application by jointly by bridge housing for funding the two things that i'm most passionate in the world which is affordable housing and we do see our greenhouse gas emissions to positively affect climate change or rebirth climate change. and so these things are very important and i'm so grateful that they had the foresight to apply for this funding to do both improvements in our infrastructure so i'm just here to, you know, thank you for considering these items for putting it on as a committee report for a collective effort to build affordable housing and also bring down greenhouse gas emissions. thank you so much many for allowing me to speak in favor of this application. >> chairman: thank you, supervisor melgar. and today, we are joined by sarah moral of the mayor's office of housing and community development who will be presenting on these items. the floor is yours. >> c

thank you chair melgar. and i want to thank you for bringing this forward and just appreciate the comments, general manager ginsburg around the early conversations on this because i think it's really important and i think a resolution helps on this for things that need to be baked. i did have a question just on the i think you had a slide around the possible approaches sort of laying out some different ways to bring in the investments and revenue and managed the property in the future. you know, for me, it always raises a question, something you and i have spoken of just around potential privatization of public land in its various forms and my question is less about whether that's specifically the plan here because i think you answered it's to be determined and whether rec and park has any policies in place that would apply here and to other projects around private use of public land. like as this conversation goes forward, is there a set of guiden principals around when rec and park sees private use or mana
