melissa bell. melissa, the white house and ukrainian officials are not exactly on the same page here. >> reporter: that's right. according to that source, the nature of the disagreement, the reason that phone call didn't go that well was the difference of assessment of the risk that is currently faced by ukraine. the ukrainian assessment very different than the one presented by the white house. we have been hearing from the ukrainian defense ministry. he's explaining from the ukrainian point of view things have not shifted that much in the last year. the military situation he said he believes is rather similar to what it was in the spring of last year. two very different assessments. the trouble is, christine, the longer this waiting game goes on, the more chance there is that divisions will emerge. the white house's strategy of being open about its intelligence assessment about being forthright and aggressive asks them to bring together european ally that is have been dividing the question. what starts to adopt towards russia and the question of how hard to go on sanctions. we've been hearing from the president of the european commission saying all options are on the table. so the white house's strategy has, christine, managed to bring european, nato allies together on this but there is the risk of intelligence assessments being different and the differences being able to emerge. here in ukraine there are fears within official circles that that ongoing rhetoric, the ongoing tensions around the country are not doing it any economic good. hence that desire to stamp down the rhetoric and bring things down a notch. again, it is all about bringing opinion together in order to face vladimir putin in a forceful way. that's been what's been behind the american strategy. for now we await his response to nato's proposals as well and what needs to happen next. for now the noises are not strong because they haven't gotten what they want, no nato expansion. the only opinion that really matters, that of vladimir putin and what he intends to do next, christine. >> melissa bell in kyiv. laura? >> speaking of that, potential disconnect between the u.s. and ukraine could play into russia's hands undermining president biden's threats and given biden's critics here at home more ammunition. nic robertson has the story. will putin spot an opening here? >> reporter: potentially. they're looking for any openings they can find. we heard from putin's spokesperson saying so far putin hasn't made a decision yet. the foreign minister said they're still working out their position. the line from here seems to be very much a holding pattern on what their response is going to be, that it's -- you know, it took the united states and nato, they said, a month to get back any written response. they had a verbal response way before that. the foreign minister said he can't say diplomacy is dead but you get that sense from what he is saying here. he looked at the two statements, one from nato and one from the united states and said the united states was essentially a gold-plat

melissa in kyiv. melissa, we have seen a flurry of meetings in the last several weeks, but as we prepare for this u.n. meeting, what is the mood as well as the expectation where you are? >> reporter: of course, it will be a meeting that as nic was just saying, will allow everyone to air their grievances to get to the bottom of what the others believe or are saying, or their intentions. but, of course, even for a statement, nothing concrete will come out of it beyond the discussion itself. that flurry of diplomatic activity, though, will continue here in kyiv this week, isa, since we are expecting not only the british foreign minister, but also the german and french as well. and i think what the authorities here in kyiv are looking for is, of course, the possibility of dialogue and de-escalation, but also the sort of strong support that you just heard from those two senators we just listened to, speaking to cnn yesterday on that package of sanctions being prepared, and that they expect will go through the senate bipartisan package. and interestingly, what they're looking at are not only sanctions that would apply should russia invade, and that's something we know the united kingdom is preparing as well, the europeans as well. this is also something ukraine has been asking for consistently the last few weeks. sanctions that might apply even ahead of a russian invasion on the basis of actions that have been taken already because, of course, as you know, isa, we've been talk about this hybrid warfare, the one that takes into account not simply a land invasion, but the kind of cyber tactics we've seen over the course of the last few weeks and years, of course. so, here in kyiv they'll be looking at that very carefully over the course of the next few days. in the meantime, the city to which these foreign ministers will be heading this week, isa, to look at that cooperation and sanctions and the tough words, and also the possibility of diplomacy is one that goes about its business very much as usual with ukrainians out in the streets. nothing, no particular tension to be noted here, but everyone really conscious of the fact that this is a war that has dragged on here in ukraine for much of the last eight years, and everyone keeping a wary eye on what is happening across the border. but with a sense of much greater calm, i think, than you'd expect given all that rhetoric we've heard around ukraine the last few weeks, we're likely to see at the u.n. security council later today, isa. >> i know you'll both be keeping a close eye on the security council as the meetings kickoff today. melissa bell for us in kyiv and nic robertson in moscow. thank you so much. >>> we'll tell you why the u.s. slams them, calling them propaganda for the u.s. government. you will want to see that report from nic robertson. >>> north korea is confirming what analysts suspected. the state-run agency reports pyongyang test fired a missile as a hwasong 12 on sunday. this was the most powerful ballistic missile north korea has tested since 2017 and the seventh missile test this month alone. the biden administration says it would like to return to diplomatic talks with pyongyang. let's get more on this. ivan watson is monitoring all for us in hong kong. ivan, let me pick up with that. the u.s. inviting north korea to talks without any preconditions. any reaction so far from pyongyang to this? >> reporter: according to senior administration official who spoke to cnn about this, the messages have gone to north korea from the white house. they have been received, but there has been no response from nor

melissa bell is on the ground in kyiv with our top story this morning. melissa, any chance the russians will try to block this emergency u.n. session or do you actually expect they will participate? >> reporter: well, this is a session that's been called by the united states. we've heard via twitter from russia's deputy ambassador to the u.n. angrily reacting to the calling of that meeting and suggesting calling on other u.n. security council members to vote against. now, that's the suggestion. there is a suggestion that, therefore, at the start of that meeting russia could choose to put in place a procedural vote. it would take nine out of 15 members of security council to vote with it for the meeting not to go ahead. beyond china, the expectation is many members will vote on the side of the united states and the meeting will, therefore, be held. now, what it does really, laura, is give the united states an opportunity to force russia, in the words of the american ambassador, to answer for itself, to provide answers even ahead of the official response we are expecting from vladimir putin on those proposals that have been made by nato and the united states. so that should go ahead. we'll hear from the 15 members of the security council plus from ukraine since the council's rules allow for that to happen in this particular situation. this is really all about piling on the pressure, keeping up the pressure on russia over its troop buildup across the border from here in ukraine. with, in the united kingdom, legislation being introduced in the house of commons, sanction, tough sanctions we hear from british authorities, that could even target oligarchs' properties in london. this even as the senate prepares to vote on a bipartisan deal, the americans we've been hearing from the head of the senate foreign relations committee who said not only that he expects a bipartisan deal to be reached fairly quickly, but that the united states could go so far as to preemptively introduce sanctions. now, that's something ukraine has long been calling for by definition, laura. any sanctions introduced after an invasion of ukraine will be far too little and far too late as far as ukraine goes, laura. >> melissa, i know you'll be watching this carefully today. thank you for that. >>> russia has a perspective on the crisis of the border with ukraine. they claim the nato alliance is not defensive, but an aggression that keeps moving east. our coverage continues with cnn's nic robertson in moscow. nic, good morning. does the kremlin seriously believe that arguing nato is this threat to security is a persuasive argument? and if so, who is the intended audience for that message? >> reporter: well, what the kremlin understands is that when they create a threat outside of russia, it distracts the population from, you know, from internal issues, like the difficulty the economy is going through since the sanctions on russia for its invasion of ukraine and annexation of crimea in 2014. paradoxically to that point, putin's popularity went sky high, and at the moment it's not at that level, but it's still at a pretty high level. so it is a popular and successful narrative for the russian leadership and i
