changing from being a gang member to a former gang member involves a change in identity. this is a tricky process. it is slow and steady, and there is frustration. the gang is replaced with drugs, and there are fallbacks. relapses, connections, there are struggles. this is where collaboration needs to take hold. it has now become a cliche, to say that we cannot rest on our way out of this problem. i no longer want to hear those words. this is not to give the law- enforcement a short shrift. i have had an impact on my husband's life, some of the unwanted. but he has had an impact on mind. i have done extensive work with law enforcement, with the lapd and the los angeles county sheriff's. i am here to tell you that crime has been driven down in los angeles because of their efforts, but not only because of their efforts. so what does the collaboration look like. i want you to keep some ideas in mind. there is no first among equals. what we learned in los angeles was that oppression alone was not the answer. it did not work. there were record highs in gang violence in 2005. i

i work with gang members, and they never knew that they were gang members. things have changed their. they isolate themselves. this is so small that they cannot go anywhere. the thing with me, with the kids, is just being able to love them. this does not take you yelling at somebody. all they need is the information. sometimes you go through this maze, and there is a dead-end street. i am just coming back. i am giving them information that this is not the way to go. there is no certificate for you. you were the gangster of the year. it does not work for everybody. i save the community a lot of heartache. with the crime that he would comment, just one is worth it for me. [applause] >> commander beale. we hear a lot of discussion about gang interventionists. how should san francisco's gang task force work with these programs? >> well, i'll tell you. i became the commander of investigations a year ago. this is new to me. what i saw was what the men and women do. this was nothing less than amazing. what the task force does is the majority of the contact that the

my research is engaged with talking to those current, active gang members and former gang members. i work to collect their life histories. we have over 300 life histories. and still the stories do not stop. what did we learn about people in gangs? i recall early on, sitting down with someone whose gang name was smiley. he is written about in my book. smiley was a young man of 19, when i first sat down with him at home when industries. one thing he said to me was -- why was no one there for me. why does no one speak to me and why did nobody tried to stop this. he was arrested when he was 16 years old. he was told to lie about his age and say he was 18, so they could be together in jail. and from there his story unfolded. different things were done with him. ultimately, spile -- smiley was helped, but his words haunted me. why did no one speak to me, and why did no one tried to stop me. i began to listen to the stories of the gang members, and my research team at ucla discovered some startling truths. gang members to leave the gangs. they leave the gang for a variety of reasons. they

members' pay is obvious. the argument that withholding pay for a year and a half or a year and 3/4 is not varying compensation, it's actually laughable and beneath respect. secondly, this is institutionalized bribery and extortion. it should never be considered. what this provision says is if you vote the way we think you ought to vote, you'll get paid. if you vote the way we think you should not vote, you will not get paid. that's why we have this provision in the constitution. we should not be bribing members. we should not say to a member, if you think the budget before you is not good for the country, vote against it and you won't get paid. if you think it's good -- not good for the country, you better vote for it because you have a mortgage payment coming due. how dare we. finally, the last thing we want to do is say to people thinking of running for the congress, if you're not a millionaire, don't run because you can't guarantee you'll be paid. i yield back. the speaker pro tempore: the the gentlewoman

you work every day with gang members. you were once a gang member yourself. why do you think you are effective working with young people and what does this mean to you and how we know that this is working. first of all, i want to thank god for his grace. i work with united players. i do reentry and the youth involved in juvenile delinquency. the majority of the kids i work with our gang members. i was formally -- formerly a gang member who grew up in san francisco. we all have stories of guys involved with the gang. everyone has a different story of why they joined. my thing is, i believe it works for me to be involved with kids who were in gangs -- i worked with all of the shot colors and i had a goal while i was there. it took me 10 years before i started to transform my life. in the meantime i have the goal that i wanted to be out here. i wanted the opportunity. i was given a life sentence in 1979. i was involved in gang and i caught a murder case. 15 years to life -- and i came here in 1979 and i got out -- and i have been out for almost five years. in my

>> good afternoon, board, members. chairman, eric williams, president for the transport workers union. >> about two years, the media, put it in the papers, about the rest room issue, for the operators. and they were made it was made a joke even by some members of the board. this is not a joke. we sit here representing our members with the particular issues surrounding your district. at the end of the day when there is no service on the streets, part of that reason is because operators particularly women are pulling the coaches in so that they can get a clean respectful rest room. this is a serious issue, all do report to the team we have been working on a few plans to get some rest rooms in place. we have identified seven locations. four were hopeful to break ground within by march this year that is fine, but it plays a huge role and we are going to be back to the board and ed's team and my team, we have plans for all of the rest rooms that we would like to see in place. we are going through the procedures of the arts

also, as a former ta member and the board member of the sf parks alliance which are not represented today. i support the improvement project including the line and the bike lanes, this improvement pro-yekt is in good improvement and vital transportation corridor between the western and eastern parts of the city. the route from to the west of mancell street, the only two main lanes are 20 blocks away. opposed and coming to the south east, up to 10,000 units of the valley alone. this transportation corridor will take on an even greater important, and all expected and existing residents. and this is to say nothing of the major number of new jobs and transportation needs. these projects fulfill the criteria for prop a and will beg funding for the future... and the bay shore station. four schools, elementary, middle and high school are near this main artery which needs to provide better routes for our children and youth. the project has enormous support for the residents in the park and three district and similar other districts in the west. for every 20 years this project has been identified
