appreciate your willingness to serve spirit senator menendez. >> thank you, mr. chairman. ms. tavenner, congratulations on your nomination again. thousand we discuss when we met, i look for to working with you in ways that we can address reducing costs throughout medicare and improving health care to the nation's seniors. and that includes moving past the sgr and finding new way to pay physicians for the coordinated and cory delivery of health care. and utilizing methods that improve medication management which has been shown to reduce unnecessary readmissions and provide significant savings and improve health outcomes, including, that includes using medication to the most efficient use. and coordinating care delivery across the spectrum. especially for special populations like dual medicare and medicaid eligible and those with severe disabilities so that both providers and patients are at the table to work together to improve health care. so as we work to fully implement health care reform, we need to continue to look forward to new and innovative ways to reduce costs while i

we had senator robert menendez of new jersey, senator, this is a murky political thing right now.ways wondered what kind of role would we play in the syrian civil war? what do we do? do we try to topple that regime? >> well, chris, there is a couple of items here. number one is, we obviously are concerned about chemical weapons, not only obviously being used against the syrian people. but about the security of those sites. and that is incredibly important to us and incredibly important to our allies like jordan and turkey in the region. secondly, if we don't want to see the greatest humanitarian catastrophe go on, we have to change the dynamics, because now there is no tipping point that assad believes he can fall. as long as he has that artillery, we have to think about do we assist the vetted rebels, those individuals who we believe share or values? at the end of the day do we assist them in a way that changes the dynamics? and thirdly, we have a growing extremist problem here in al-qaeda, and they are growing in strength within syria. that is a real challenge to our national in

menendez: thank you, mr. president. mr. president, i am pleased to rise in support of the confirmation of patty schwarz to the third circuit court of appeals, a nomination which has finally come to the floor and the time has come to confirm judge schwarz and i express my full support and urge my colleagues to do the same. i'm happy that we were able to work out the vote on this nominee without a cloture vote which is incredibly important. i want to refer to my distinguished colleague, the ranking member of the judiciary committee, who mentioned home state senator and that happens to be me. and to clarify some issues. i've always taken the role of advice and consent for judicial nominations very seriously as i'm sure we all do. appointments to the federal bench are lifetime appointments, and the circuit court is often the last stop before the united states supreme court. and that makes that responsibility even great. very few americans if they appeal really get past the circuit court and get to a supreme court consideration.

and dick durbin, bob menendez and graham, these are all very knowledgeable people.y're going to put together a plan. >> sure, but what they can get passed and what you all can get passed are hugely different probably because one's the senate dominated by democrats, the house, republicans. where do you look at -- the two of you look at each other and go, i don't know whether we can come together on this. >> i am very, very optimistic that the house of representatives is going to have a plan that is going to be able to go to a conference with the senate in which we're going to be able to resolve differences. >> for instance, will your plan tie together border security and putting undocumented workers on a pathway towards legalization of some sort? do you see those things tied? >> candy, you can't have a bill without border security. you just can't. >> the argument's always been what comes first, right? >> go ahead. >> i think we can do this simultaneously. one thing i have a lot of confidence in what we're doing -- a lot of people say rush, rush, rush. you know someth

i'll tell you something, i'm going to plug telemundo, a couple of weeks ago we had senator menendez on the sunday morning show. he said the trigger issue on the border which everybody a few months ago thought was insurmountable has been dealt with. the issue now i think i'm being told, as early as today, we could have some news on it, is the agricultural jobs bill. agreement. between the yunited farm worker and big business. that's a big stumbling block, but the facility that the afl-cio and the chamber of commerce is able to deal with the low skilled job situation. it's a lot further along than it could have beenth and i think that the tea party, if they're thinking standing in the way of this, the tsunami could wash over them shortly. >> if we could talk about 9 elements of the deal, workers being able to self-petition for permanent status after a year. wages and conditions for guest workers must be on par with the industry. workers will not be tied to a single employer. what i call the indentured servitude portion of the bill where people could actually change jobs and guest worker

certain pieces of legislation, notably from senator robert menendez from new jersey introduced in this covers a few months ago and the previous conference two years ago, it is a bill that would target elimination just for the major integrated companies. host: let's go to pennsylvania, on our republican . i try toood morning, stay informed. some of the back story i have heard charles grassley on the floor of the summit said -- of the senate said the oil and gas industry gets $84 billion per year in tax subsidies. at the same time, the farm channel said it was $50 billion. in the presidential debates, obama said it was $4 billion and mitt romney was saying it was $1 billion. who is right with their fact? my other question concerns, believe it was melendez and burr i proposal to use natural gas for fleet vehicles. is that going anywhere? let's address the first question. you are right, the numbers are all over the place. four billion to dollars per year. it depends on what you include and what you don't include and whether it is just industry- specific tax preferences or not. if you were
