( robin ) bart is considering changes to prevent fare evaders.. which cost the trainsit system 25 millon dollars year. one proposal includes replacing the fare gates.. kron4's maureen kelly has the story. it wasn't hard to see examples of people jumping the fare gates....or squeezing thru while standing at san francisco's civic center station.....even as a line of photographers were there to film it. the transit agency has rolled out different solutions to try to address this costly problem.....incl uding raising the fencing inside some stations.....and putting alarms and warning signs on the emergency exits. this year they also rolled out teams of fare inspectors to issue citations....and now the are launching a study to see what their options are to put in new...tougher to beat gates. the transit agency hopes that by cracking down on fare cheats they will also improve the overall safety of the system.take a look at how bart's fare gates compare to new york city's heavily gated subway system turnstiles.....w hich you can see on the right hand side of the screen.bart spokesperson alicia trost says that study will look at many model that we feel is the one perfect fit for us, we aren't looking at anyone agency that we feel like it's a great model for us we're just looking at everything we want to make sure it actually physically fits in our stations but the statics a right that we could still fit a lot of people very quickly through it there is one system right now that we feel oh that's it that's part of the study we really want to know what's out there, how much it costs what are the benefits, what is it look like more writers feel about itwhat they do know is that it won't be cheap. we have to have a really difficult budget discussion. it's 150 to 200,000,000 estimate and that's just an estimate the studies gonna tell us how much it will cost and we don't have money identified for that that is a hefty price tag the study into possibly replacing the fair gates is due to be presented to the to the bart board of directors in the spring maureen kelly companies ( robin ) a reminder for those of you traveling on bart in oakland. buses will be replacing bart trains on the oakland stops this week while crews work on the tracks. you can see on this map... a bus will take riders from the 19th street oakland station ... to the west oakland station. crews will also be doing construction on the macarthur station. ( robin ) another big story we are following... a man dies after being hit by a car and dragged for nearly a mile before the driver realized he was under the car. this happened on borges lane in vallejo. the woman who hit the man didn't know he was there until she got home and found the man in her driveway. police believe the man - identified as bill veikoso- was lying in the road when the woman hit him. ( robin ) the woman who hit the man is cooperating with police. police say drugs and alcohol were not a factor. ( robin ) police in san francisco are investigating a shooing in the mission distrcit...which sent a teenager to the hospital. police found a 16 year old boy on capp street near 18th street... he had been shot. police say... three people approached the victim... one said something to him and then shot him. the boy is expected to be okay but the shooters are still on the loose. ( robin ) tens of thousands of students are heading back to school at san jose state university. san jose state's president says the school's total enrollment... 35-thousand... is the highest it's ever been. today is the first day of school and lots of classes are already full. new features on campus include the completion of the spartan recreation and aquatic center and a permanent food bank on campus. ( robin ) u-c berkeley has suspended a professor for 3-years following an investigation accusing him of sexual harrassing a student. in a statement from the university.. they say professor nezar alsayyad sexually harassed a grad student... and he engaged in a pattern of unwelcome.. manipulative and divisive behavior toward the student and toward faculty. the student... eva hagberg fisher says shes glad the university stepped up and acknowledged the accusations... but feels there is still a long way to go. ( robin ) a good samaritan rescued a mother, her son and dog ... from a sinking truck after they crashed through a railing... and into the water. it happened in long beach and it was all caught on camera. one man jumped into the water to help the family after the crash. another man ran to a nearby lifeguard station to get help. he says it all happened so fast. but he says rescuers had to move quickly. <"they just came barreling right through. i turned around and it was just one of those things."><"it was very hectic. the fire trucks came. the local marine patrol came. it just got pretty chaotic pretty fast.">( robin ) amazingly... nobody was injured. ( darya ) a big story we are following this morning in the south bay... one man is in custody after a police standoff lasted several hours. police say the man attacked his mother. it happened in the area of luz and jackson avenues in san jose. negotators made contact with the man once police realized his mother was out of the home. after a few hours.. the man was taken into custody around 7 last night... this is video from neighbors. ( darya ) santa rosa police arrest a man after they say he stole a car with a one- year-old inside. officers say the father of the child called to report his car stolen with his son inside. a chp helicopter started to search the area. thats when police say the man drove to a home where he surrendered. the suspect has been identified as stephan salazar. he is being charged with car theft... kidnapping and child endangerment. ( james ) the body of a 29-year- old san fransico man who went missing in guernville was found in the russian river. friends reported him missing when he did not show up for dinner while they were all vacationing at a home on river- side drive. the sonoma county sheriff's volunteer -search and rescue dive team found the man's body in 12- to 15- feet of water. his identity is not being released at this time. the cause of his death is still being investigated. ( james ) new this morning... police in san mateo county are warning about a string of home burglaries in the portola valley area. investigators say there have been three burglaries over the past few days. those burglaries happened on westridge drive... degas road... and ash lane in redwood city. police say nobody was home at the time of the burglaries. ( darya ) police in san bruno have arrested a man accused of videotaping his sexual encounter with a woman... without her knowledge... police arrested scott inouye. the victim told officers that inouye secrectly videotaped her while they were engaging in sexual activity... police believe there may be more victims out there... and they are urging those victims to come forward. ( darya ) happening today... a plea hearing is set for the man who is suspected of killing his parents in san jose. duong luu and his friend madison muong were arrested two days after the shooting that killed his father and critically injured his critically father and that killed his father and critically injured his mother. kim lan ly died last week. both luu and muong are charged in the deaths. the hearing is set for this morning at 9 a-m. ( james ) also happening today... the mother of a teen who died of a fentanyl overdose in petaluma will be sentenced. in july 35- year-old danielle faletto pleaded guilty to child endangerment. faletto's 16-year-old son was found unconscious on april 16th... he was later pronounced dead at the petaluma valley hosptial. faletto could face 12-years in prison. ( james ) this morning...california prosecutors will give update to the case against suspected golden state killer joseph deangleo. we may learn where the first trial will be held in california. contra costa county district attorney diana becton will be joined by the orange county d-a and other district attorneys from around the state. deangelo is accused of killing 13 people in california in the 1970s and 80s. we will have the live stream up on our webstie at kron 4 dot com. ( james ) in the east bay... two men are under arrest after shots were fired near a hayward park. police say the two men fired a hand gun into the air which prompted an evacuation of garin regional park. when police showed up... they found two men and a woman arguing. the men were arrested for firing the gun. the woman was questioned and released. the park has since been reopened. ( darya ) another big story we are following this morning... a lawsuit filed against massage envy. a number of women have come forward claiming they were sexually assaulted... while recieving massages at locations across california and the bay area. one woman claims she was raped at the massage envy in burlingame. in that case.. the woman reported the incident to police and an arrest was made. attorneys representing the women say they brought the suit against management of massage envy because they believe not enough is being done to prevent these problems at the local stores. ( darya ) massage envy released a statement saying in part 'we remain focused on our commitment to safety plan.. and safety is and will be our priority.' ( james ) a san jose hiker missing in yosemite for the past month has been found dead. scott tenczar was last seen at the bridgeport ranger station on july 25. he had planned to backpack from robinson creek to peeler lake. the 48-year-old was an afghanistan war veteran and taught english in south korea. no word on how tenczar died. ( james ) this morning we are learning more about the man arrested after a sideshow stopped traffic on the bay bridge over the weekend. he has been identified as gabriel mora... from stockton. police say he was the lead performer in sunday's sideshow on the upper deck. investigators say they were tipped off about the bay bridge sideshow... after people started doing donuts at the old walmart parking lot on hegenerger in oakland. ( james ) police say mora's mustang crashed and broke down... which prevented him from getting away. that mustang has been impounded for the next 30 day at the cost of $80 per day... plus a 291-dollar tow fee. ( james ) a big story we are following this morning... we are learning more about the firefighter who was killed battling the mendocino complex fire. kron 4's ai reid spoke with cal fire and has the latest. the serious accident review team is working diligently to find answers.but first, it's addressing saefty recommendatio ns.the mendocino complex fire rages on .... currently scorching 350-thousand acres and is 74% contained. the conditions out there are dangerous.last week, 42 year old battalion chief matt burchett died while in the line of duty ... leading to an investigation as to what happened.unfortunately on this mendocino complex we had this very large tanker drop retardant on trees and that debris fell to the ground and injured some of our firefighters and killed one as wellwithin days, a report known as "the blue sheet" was released ... it normally comes out within a few days of a fatality or accident during a fire response. it immediately addressed safety recommendatio ns for safety in the field. it's just for all firefighter to be conscious of overhead debris and hazards when a tanker is dropping. as you can imagine there are a lot of tankers moving around the state on these fires and a lot of firefighters on the ground. it's a huge reminder for all of us that being really conscious of what happening in the air can have a big impact for us on the groundfire officials from the serious accident review team ... or sart .... are in the process of completing a more extensive investigation into what happened that fateful day.they go through methodically, weather to conditions to operations then come out with a full reportthat in depth review that could take a couple of weeks.officials are looking for any issues that they can address as an agency ..... to make sure firefighters reain safe on the job.reporting live from sf ... ar ... kron 4 news. ( james ) that was kron 4's ali reid reporting for us this morning. right now... the mendocino complex fire is more than 400-thousand acres. it is 79-percent contained. more than 50 homes have been destroyed. there are still more than a thousand buiildings being threatened. firefighters do not expect to have it fully contained until september 1st. ( darya ) a gang of theives in southern california is stopped by good samaritans while trying to rob an apple store and it was all caught on camera. this happened in thousand oaks... in ventura county. police say three men and two women walked into the apple store and started taking things from the shelves. in the video you can see the shoppers grab the thieves and pull them to the ground until police arrive. police believe these thieves are the same people who stole 10-thousand dollars worth of products from a different apple store earlier in the day. police say 4 of the people arrested are from northern california. ( darya ) male prison guards will no longer be allowed to do pat-down searches on female prisoner starting in 20-19. governor jerry brown signed the bill into law yesterday. the bill also bans male guards from entering areas... like bathrooms where women are undressed. it contains exceptions for emergencies... when no female guards are available. reality t-v star kim kardashian- west .. elevated the bill's profile.. by tweeting her support for it back in july. kardashian- west drew headlines earlier this year... for successfully lobbying president trump to commute the sentence of a woman serving a life sentence for non-violent drug offenses. ( darya ) u-c berkeley has suspended a professor for 3-years following an investigation accusing him of sexual harrassing a student. in a statement from the university.. they say professor nezar alsayyad sexually harassed a grad student... and he engaged in a pattern of unwelcome.. manipulative and divisive behavior toward the student and toward faculty. the student... eva hagberg fisher says shes glad the university stepped up and acknowledged the accusations... but feels there is still a long way to go. ( james ) new from overnight in national news... protesters in north carolina tore down a controversial confederate statue. the "silent sam" statue had been on u- n-c's chapel hill campus for more than 100 years. it was seen by many as a symbol of oppression and racism. in this video you can see as many as 300 protesters tearing down the statue as others in the crowd cheer. several demonstrators then surrounded the downed statue, kicking it and putting dirt on its head. the statue was a gift from the united daughters of the confederacy in 1909. ( james ) vallejo police are investigating a brutal death in one of the city's neighborhoods..( darya ) a man was struck by a car on borges lane.. and dragged almost a mile.. before the driver realized he was under her car. kron4's michelle kingston spoke to police about the investigation. ( darya ) a big story we are following this morning in the south bay... one man is in custody after a police standoff lasted several hours. police say the man attacked his mother. it happened in the area of luz and jackson avenues in san jose. negotators made contact with the man once police realized his mother was out of the home. around 7 last night the man did surrender to police without incident. ( darya ) santa rosa police arrest a man after they say he stole a car with a one- year-old inside. officers say the father of the child called to report his car stolen with his son inside. a chp helicopter started to search the area. thats when police say the man drove to a home where he surrendered. the suspect has been identified as stephan salazar. he is being charged with car theft... child endangerment. ( james ) new charges could be brewing in the golden state killer case. this morning at 11 ..california prosecutors will give an update on the joseph deangleo cases. we may also learn where the first trial will be held in california. contra costa county district attorney diana becton will be joined with district attorneys from around the state. this could signal that contra costa is also filing new charges against deangelo. deangelo is accused of killing 13 people in california in the 1970s and 80s. we will live stream the announcement on our website at kron 4 dot com. ( james ) the body of a 29-year- old san fransico man who went missing in guernville was found in the russian river. friends reported him missing when he did not show up for dinner while they were all vacationing at a home on river- side drive. the sonoma county sheriff's volunteer -search and rescue dive team found the man's body in 12- to 15- feet of water. his identity is not being released at this time. the cause of his death is still being investigated. ( james ) new this morning... police in san mateo county are warning about a string of home burglaries in the portola valley area. investigators say there have been three burglaries over the past few days. those burglaries happened on westridge drive... degas road... and ash lane in redwood city. police say nobody was home at the time of the burglaries. ( darya ) police in san bruno have arrested a man accused of videotaping his sexual encounter with a woman... without her knowledge... police arrested scott inouye. the victim told officers that inouye secrectly videotaped her while they were engaging in sexual activity... police believe there may be more victims out there... and they are urging those victims to come forward. ( darya ) happening today... a plea hearing is set for the man who is suspected of killing his parents in san jose. duong luu and his friend madison muong were arrested two days after the shooting that killed his father. luu's mother was critically injured in the shooting... she passed away last week. both luu and muong have been charged in the deaths. the hearing is set for this morning at 9 a-m. ( james ) also happening today... the mother of a teen who died of a fentanyl overdose in petaluma will be sentenced. in july 35- year-old danielle faletto pleaded guilty to child endangerment. faletto's 16-year-old son was found unconscious on april 16th... he was later pronounced dead at the petaluma valley hosptial. faletto could face 12-years in prison. ( james ) in the east bay... two men are under arrest after shots were fired near a hayward park. police say the two men fired a hand gun into the air which prompted an evacuation of garin regional park. when police showed up... they found two men and a woman arguing. the men were arrested for firing the gun. the woman was questioned and released. the park has since been reopened. ( james ) right now... the mendocino complex fire is more than 400-thousand acres. it is 79-percent contained. more than 150 homes have been destroyed. there are still more than a thousand buiildings being threatened. being threatened. firefighters do not expect to have it fully contained until september 1st. ( darya ) a gang of theives in southern california is stopped by good samaritans while trying to rob an apple store and it was all caught on camera. this happened in thousand oaks... in ventura county. police say three men and two women walked into the apple store and started taking things from the shelves. in the video you can see the shoppers grab the thieves and pull them to the ground pull them to the ground until police arrive. police believe these thieves are the same people who stole 10- thousand dollars worth of products from a different apple store earlier in the day. police say 4 of the people arrested are from the bay area. ( darya ) male prison guards will no longer be allowed to do pat-down searches on female prisoner starting in 20-19. governor jerry brown signed the bill into law yesterday. the bill also bans male guards from entering areas... like bathrooms where women are undressed. it contains exceptions for emergencies... when no female guards are available. reality t-v star kim kardashian- west .. elevated the bill's profile.. by tweeting her support for it back in july. kardashian- west drew headlines earlier this year... for successfully lobbying president trump to commute the sentence of a woman serving a life sentence for non-violent drug offenses.
