although i love in san francisco, i live in park merced. the period i lived in, i spent a lot of time and i understand the problems that this shares. i think that the new plan is a visionary, and i think that this is exciting. here are few things the transpoo improve the quality of life and the environment, leading to zero carbon, with amazing sabin's -- savings in water with additional housing units to guarantee social equity. planning that leads to real neighborhoods, not the misguided landscape of the 1950's. enhancing the existing landscape with the order of magnitude in beauty, this is a design for a humane and socially responsible life, valued in san francisco. this is an important part of the future for others to learn. we can be a leader. this is san francisco and there are those who will not like any change, whatsoever, despite how beneficial it may be. let's do the right thing and not be bullied by the naysayers. let's be a leader in the city as an example. >> thank you very much. >> i live in district 7. there was once a market t

i had a chance to visit park merced. i want to thank the supporters and opponents of this project for educating me on this project. i think and i think many of us agree that park merced has the potential to be the kind of project that exemplifies 21st century san francisco. it's about smart growth, transit oriented development, building a huge number of new housing, creating a new school, shopping, restaurants, and open space. that said, as someone who is a tenant, i've been extremely concerned about the issues raised by tenants, especially around rent control. i spent a lot of time with a number of you understanding these issues. i want to see them addressed in this annulment agreement. to that effect, today, colleagues, i'm offering 14 pages of amendments to park merced development agreement to address that. i would like to take a few moments to summarize what these with intel. they come under three categories in my mind. first of all, protections related to the transition. colleagues, i'm asking for development agreem

there were some comparisons on the amount of the ask and they were trying to compare it to park merced and we're dealing with entirely different entities and park merced, if you get more actions from park merced, they raise the price of the condos they're going to sell or raise the rental amount and someone will buy them. if we make the ask higher and higher for cal pacific, somebody has to pay it, and it's the private individual with private insurance. the rates get higher and the money doesn't come from nowhere. so i think we have to make these asks realistic. and we have to address what's appropriate. remember, this is a different hospital than is a different situation with ucfs or chinese or even to some degree with some of the catholic health care west hospitals, though a lot more analogous to them. so that's a summation of my feelings. one other point here, and this is the continuing argument for increasing the enrollment, or the size of st. luke's. everybody says there's only one other hospital south of market general which is undergoing extensive addition right now. there also

the park merced bridge reopened this week and after being remodeled. were you there? if there was ever an example of the joni mitchell song to put a parking lot, this is it. the politicians and gathered for this opening said it was our tax dollars at work. we should not be too hard on our politicians. at the opening, the public was told by a politician that the branch remodeling was on schedule and under budget. i do not have to tell you how egregiously wrong that is. this branch was one of the branches whose remodeling was canceled unless the public voted for revenue bonds to support the funding. as it is, the bridge was scheduled to be one of the last branches in the program and is only $1.20 million over budget and only 16 months behind schedule, but this conceals what everyone knows, which is the entire program was promised to be completed. there are only half of the bridges that have been completed, and the budget that was projected has doubled. but the librarian administration will free me tell you that. why tell them the truth? but, of course, this branch, like

my last recommendation has to do with item 11 on your agenda today, the park merced issue. the c.a.c. has had a presentation about the transportation plan and development agreement of at park merced, including the realignment of the m oceanview. it is our recommendation that this board adopt the transportation plan and development agreement. at least as presented to the c.a.c. on june 2. i can't comment, obviously, on any changes that might have occurred since then. it would be very easy to just look at this and say, well, we just have more people there, so we have to find a way to ship more people around and deal with increased traffic from there. but what you have instead is a really comprehensive transportation plan for that site, something that integrates a lot of principles of good planning and urbanism, and we were very impressed with that and we think that this plan represents a very positive step forward. some of the feedback we got about the m oceanview was the people in the o.m.i. very much value the trip they have to the west portal commercial district. we were p
