none of it goes into lake merced anymore. on the san francisco side, we have cut off the san francisco drainage. and we wonder why the lake levels go down. even my 17-year-old can figure that out. one of the things we are working with is a project represented in large part by the blue line. it would take water from the watershed and run it through a treatment wetland area, and then through a structure of some kind, to be designed. it would discharge amounts of that into lake merced. really extreme flows would go through the ocean, but it would be moving water through the lake, and that we you have a better chance of maintaining the like levels, as opposed to hoping for the best. we will be working with daly ity to look at alternatives of how to move water there. with technical report been done in their eir, we will look at how to execute the technical work. you all, as part of the approval process for their project, will establish what we think is the proper level for lake merced, and how their project can be operated to main

have also together put finishing touches on what i call once in a generation projects, like park merced and treasure island, and working together, we have balanced this year's budget in a fiscally responsible way and without compromising our ideals. i want to say to you though that we all just heard the governor released his budget predictions for this year, and as you know, there was $4 billion in revenue that the governor had intended with the state legislature to close. they were only able to close $1.80 billion of that, so the trigger cuts have been announced as of today, so i pledge to work with you, with the community- based organizations to try to figure out how to protect our most critical services, and we have already begun that service, that effort, by meeting with our community-based organizations and certainly by individual meetings with each of you, supervisors, as well, so these coming months, we will be making a very strong effort to make sure our budget is balanced, also with an understanding to how these trigger cuts will impact us. clearly, there is a lot that remains

i came before you because i am a resident of park merced. it was recently disclosed to me on may 24, it was an unbelievable day because the first amendment rights of the residence and the public here in san francisco were denied in the land use committee at a later that afternoon before the sort of -- on board of supervisors. we were prohibited from reading the 14 pages of revisions that were introduced by supervisor david chiu in land use committee that changed the contract. we were not aware of the fact that there is a memo included in the legislation and the memo refers to $50,000 to be given to a project in supervisor carmen chiu's district. it is on muni stationery written by employees, and is a supplemental money. however, nowhere in the documents posted online and did this ever surfaced. that is alarming and disturbing. one of the things i did not mention in my letter, i think an investigation is warranted because i think it is a conflict of interest for that legislation to have been included within the development agreement that the
