our community and merchant capacity and building support is for merchant associations who need help in those areas, and then, we do sidewalk help for those merchants, as well. and then, we have neighborhood wide campaigns as well as special events. our small business services that are focused on individual businesses have a variety of areas that they're looking at. one priority area is business attraction and retention. our storefront vacancy, we completed a study and now we're implementing ideas in that study. we're targeting areas that have high vacancy rates, and we're also looking at administrative and policy reforms in terms of being able to -- excuse me, i got ahead of myself. policy administrative reforms in order to help businesses reduce costs, help businesses get permits earlier and stay in san francisco. we do business license assistance, real estate and leasing services, technical assistance to businesses. if facade and tenant improvements. we do outreach and referral services, we have job squads, we do disaster relief programs helping small businesses with grants and techn

. >> charles ferguson, i'm here to speak on behalf of the secmento street merchants association. the president is terry terioka and she's a single mother of a young child and has to work so she was unable to appear here today and ask moody to speak on her behalf which i am doing. both organizations were members of the visionary committee. let me step backwards in time, 25 years ago when i was first elected president of f.a.n., i had one task assigned to me -- make sure that the hospital was not -- the hospital is at 1101 van necessary avenue that does not get built in our neighborhood. it was a painful experience, but we succeeded. the next step was to get a voice in the decisionmaking process as to what was going to replace cmpc in our neighborhood. and you've heard about the visioning process and that took me a lot of time to wield enough political power to get at the table and to have a seat. we did that. that was the next step. the third step was to convince the developers to do something that was compatible with our neighborhood which as you have heard -- and it's my belief,

and for the -- another merchants associations that the name we will not say today, we were informed that the organization has given -- they were given grants from both uber and lyft, and lyft and uber have donated money and sponsored activities such as local business mixers to promote and protect small businesses on their corridors? and we were also told that there was an agreement established between them as long as their interests were aligned. however this organization doesn't necessarily agree on the issues regarding these ride share companies especially on the broad spectrum of the gig economy. just to sum up, uber and lyft filled the gap that city officials weren't able to do so in the past and by doing that, they have effectively leveraged the public into gaining support. >> to end this, we have some noteworthy stakeholder and recommendations for the research to continue on, and that includes going more into the small businesses and associations, organizations, and coalitions such as restaurants, associations, bike associations, and other merchant associations where there could be

our office worked with neighborhood stakeholders over many months including the castro merchant's association, castro community benefit district, eureka valley and the triangle neighborhood to develop zoning changes we are proposing today. the fact that these various groups who would have differing views on land use and appropriate ground-floor uses have reached agreement on the ordinance before you today, speaking to the reasonable nature of what we are proposing and the dire need for a substantially easier path for businesses opening no one of the storefronts. i would like to thank diego and aaron who worked with our office and we are grateful for the broadly supportive recommendation that was provide and the clear, shared desire to open upper market to new uses to trudraw visitors to the corrido. i know diego will go into detail on a staff report but i wanted to respond to a few of the recommendations and explain the rationale in including them. recommendation 5 proposes to maintain healthcare services, principallably permitted use on the first story. while we appreciate the important work
