i'm also a member of the mission merchants association and that's how i found out about this project. i feel like there's a lot of obvious tension in the mission district over gentrification and tech use use coming in and having a blast. and to be honest, it pisses me off when i see crappy behavior by people that aren't from here and whatnot but i think blaming joey for that and having him be the punching bag for that kind of anger isn't quite fair. i don't feel it's fair to characterize this as it's going to be strictly a techy hangout. i think we know that techies live in san francisco and people with money live in san francisco. but there's nothing about this that has that nasty smell of money. it just doesn't. this is a place that i would -- if i could afford to have a kid, i would bring a kid to hang out there and play ski ball or whatever. but this doesn't have an elitist stink to it. and i know there's some people that have a drive and i respect what they are protecting. but i think that maybe this particular project should maybe get a little more slack and think about someone

i am meeting different neighborhood associations, merchants associations, different public works crews, different downtown streets, everyone is coming out. it brings everyone together for common cause keeping our city clean, keeping it sustainable, and giving civic pride. this is why these events are very important. i also oversee the city's 311 call center. it is a 24-hour operation where we have folks taking phone calls from different residents and many of the phone calls are about graffiti removal, illegal dumping, downed trees and encampments. they're very much a part of working with everyone here so that we know where the areas are that we need to focus and keep clean. i want to thank everyone again for being here today and taking pride in keeping our union square, our market street corridor and all of san francisco clean. thank you. the california bail merchant association, the statewide organization representing the bail bond industry intervened in the case to defend the constitutionality of the bail schedule, and that organization effectively acted as a defendant in the case to defend the merits of the claims. the parties engaged in mediation going forward about how to proceed, and ultimately reached a supplement agreement which was formalized in a stipulated judgment by the court. mr. patrick and others here will talk about the substance and how that will actually work. but basically, it prohibits the city and the courts from relying on the bail schedule that uses a money bail system. and requires us to release certain detainees within 18 hours unless certain conditions are met. it's also conditioned on the city providing funding to allow for the own recognizance project to be available 24 hours a day, seven days a week to prepare the appropriate reports to determine if somebody should be released within 18 hours. this has already been heard in d.a.o. committee and has been recommended to the board. it'll be at t

historically we have advocated for this for two decades when we were back as the north beach merchant's association before we merged with the north beach chamber of commerce in 2011. it has been one of the cornerstones of our positions that vacancies that are held off the market by landlords, and bad actors, need to be penalized on some level because they not only blight the neighborhoods we live in, they also distort the market for rents, commercial rent. the vast majority of landlords, commercial landlords, are good people. they are not bad actors. but there are a handful. and my neighborhood, in particular, right next to me, we have a storefront that has been vacant for 30 years. we have multiple storefronts on columbus avenue where we held a press conference, and i think it was january or february, along with supervisor peskin and supervisor fewer that have been held off the market by two landlords. low and behold, when that press conference occurred, signs went up on all the vacancies on our neighborhood which is 17%. and low and behold we just did another survey of those vacancies and we turn
