in 2000 it did just that, targeting mercury emissions specifically. then the epa and industry battled more. they were in and out of court until finally the epa issued new revised rules in 2012, but when it did it did not include a cost analysis as part of it is formal assessment. power companies say it was required to do so by any reading of the law, that would be appropriate. but epa said it did not have to do one of those because congress did not specifically require one. all it required was a determination that emissions posed a hazard to public health which it said they do. but turns out some epa the epa did do some cost benefit studies along the way outside of formal rule making. it estimated the new rules would cost the industry $9.6 billion a year. and estimated value of curbing mercury emissions only at 4 to 6 million. but then it said the broader benefits in limiting all emission with the new technology, would be valued at 37 billion to 90 billion including stopping 11,000 premature death as year. the industry says the low estimate on mercury
