joining us like to discuss this, spokesperson for the metropolitan transportation commission, john goodwin. good to see you. >> good to see you as well. kristen: we know the idea is in early stages, but the idea is to treat freeways as a public utility. what does that mean? >> that is exactly right. and use pricing to influence demand on that public utility. we are asking questions like what can we do? what role can pricing or tolls play in convincing people to move more trips to off-peak hours? what role can tolls play in convincing people to carpool more frequently or to ride public transit more frequently as an alternative to driving more. kristen: why are we asking these questions right now? >> this stems from some work that was done in the past, roughly a year ago, ntc adopted plan bay area 2050, which looks at the future of our region out to the year 2050, with a focus one of the exercises done was to use some pricing dynamics for the roadway system. we found that wind and put into the travel model -- and i don't want to get too geeky with your viewers here, but that showed that they

it's one of the ideas being floated by the metropolitan transportation commission for the long term futuretalking about the year 2050. but they're inviting the public tonight to listen to a webinar and get their feedback on some of these ideas, not just the freeway tolling but also other plans through the year. 2050 they want the plan to include things like better public transit and rail service things like express bus lanes and networks, safer streets for cyclists and pedestrians. but they say, part of the long term plan needs needs to include ways to discourage more driving on already crowded freeways and again one of the ways they're suggesting doing that, in the long term is by charging a toll per mile. note that the plan does not include major freeway expansions. these strategies are specifically designed to make travel choices other than driving the practical, affordable and easy choice for the next generation. the metropolitan transportation commission says the bay area also needs to add more housing around transit center so that people don't have to drive as far or as much as they

it's a long term idea that the metropolitan transportation commission is floating and they want to get talk about long term, we're talking by the year 2050. this is not something that would happen in the immediate future or even really in the next 5 to 10 years. but tonight the mtc is inviting people to join a webinar to get their thoughts on this idea. it's part of their two year study on what to do about how to manage and maintain the bay area's few freeways in the decades ahead. now, the mtc says, charging a toll on all freeway lanes would raise money , not the same time discourage people from driving. those who are of lower income and so that will definitely be taxing for a lot of people. so as far as my opinion on that, i really don't think it would be a good one. and i think they're going to get a lot of pushback entirely possible that this study will reveal that the best course of action will be to not move forward with freeway tolling and instead to focus on alternative strategies. especially given equity concerns. pricing is a possibility, but not a foregone conclusion. so as

representation from the two operators caltrain and high speed rail from transportationport and metropolitan transportation commission. we have eyes on policy and planning and legal to pget this right. this project is a pretty significant interconnection for a lot of rail agencies which is why it is a regional priority for decades now. it isn't only extension of caltrain to the heart of downtown where majority of riders want to originate and destine but the northern terminus for high speed rail and the opportunity to bring rail through downtown as part of link 21 connection to east bay. there is a long head vision which includes other projects in the bay to bring the bay with rail so there are seamless sustainable one seat rides around the region and if you are oon the streets you realize the importance even with hybrid work environment. our roads are congested and there is need for this investment to insure long-term prosterity and sustainability of the region, so this is the key link and key part of the region to facilitate that effort going forward. >> thank you. let's--we good? okay. let's open up to public comme

that means that there's an annual assessment that the regional metropolitan transportation commission scores to ray the condition of roads and -- to rate the condition of roads and it's a three year average so we have our pavement index score. the bay area had a score out of 67 out of 100 which is considered fair. they sound like to me. [laughter] but 67 is considered fair. the good news for us is we have been holding steady at 74 and san francisco was the only one of the bay areas three largest cities to rank in the good category. that puts up into good. san jose by comparison had the average score of 67 and oakland sadly was scored 53 which is considered at risk. this year, we're investing $77 million on our paving program to reach our 500 block target and to decide which blocks are repaved, we're guided by a geographical lens. we see where erosion of each tree streets and streets move from one category to another. when i started this job i was like why don't we focus on the worst streets. and that -- it's a constantly changing situation, so depending on if there was a lot of constr

therese mcmillan who is retiring as executive director of the san francisco bay area's metropolitan transportation commission. therese began her work with m.t.c. in 1984 and then moved to the federal transit administration, and most notably there she was acting administrator from 2014 to 2016. in 2019, see therese returned to the the m.t.c. as its new executive director. under her leadership, m.t.c. established an equity platform to advance policies and make investments that will ensure all residents of the san francisco bay area are considered when discussing the bay area's transit needs. she's also helped to establish minimum housing density targets near transit stations to foster ridership. i have had the pleasure of working with therese over the years. she's always been smart, kind, and dedicated. to doing what is best. please join me in congratulating therese if on a magnificent career in public service and wishing her the best on her retirement and her nearly three decades of service to our community. thank you, mr. speaker, and i yield back. the speaker pro tempore: for what purpose does the gentlelad
