metro gets about 3,000 calls each day. and officers were adamant that those needing help would get it. however, one man -- juan juarez -- couldn't get through to dispatchers when he needed them most. juarez' home caught on fire near charleston and lamb during the outage. "me and several neighbors tried to call 911. however, the system was down or they were not picking up. i could only hear beeping sounds." "the fire escalated within 2 or 3 minutes."
