miami-dade, broward counties can reopen restaurants on monday, is that right? >> reporter: that's absolutely right, restaurants opening on monday in miami-dade and broward counties. not so much hair salons, but reopening restaurants, they've only been allowed to reopen at 25% capacity. miami-dade and broward asked for 50% capacity and the governor approved that. as these counties reopen, they are listening to experts. one of the key things about reopening an area is contact tracing. according to the florida joint information center on covid-19, the state has about 1,100 contact tracers around the state. miami-dade upping the ante, they are hiring between 800 and 1,000 contact tracers, and that's really by no surprise. because when you look at the numbers here in the state, miami-dade is the epicenter of the covid-19 pandemic here in the state. it accounts for about 35% of the states 43,000 cases. so jim and poppy, as this county reenters phase 1 of the reopening plan, again, they are hiring between 800 and 1,000 contact tracers to make sure they can keep abreas

miami-dade is moving to phase one of reopening today. considering the upward trend in florida cases, how are you sure that isn't necessarily putting more people at risk? >> well, because the more you test, the more positives you are going to get. and florida has a lot of testing. we look at hospital data, how many people are going into the hospital. that has been steady -- or actually declining for a number of weeks now. we have a great capacity, empty hospital room beds, icu beds, a very low number, so that's the data we are looking at. we had a study, a medical study and tested randomly throughout the county, probably 200,000 people were either infected at one time or infected right now. so the number of 15,000 cases we had is underreported by a factor of 10 or 15. it is how many of those are going into the hospital. it's pretty steady. we have never been close to the capacity we have to treat patients. we are confident of the things we are doing to move forward. >> even within miami-dade county, some cities in your county are moving m
