joining us district chief jason richard of miami-dade fire rescue. chief richard, i appreciate you being with us. i can't imagine what this has been like. you ran the overnight search-and-rescue operation at the site. you have been searching since 1:00 a.m. what's it like working -- work thg site? working this site? >> the site's been a difficult, you know, challenge for us. there is lots of hazards in the building. but we are continuing our efforts searching for survivors. and doing our best to remove them. >> we saw a video that was released by miami-dade fire rescue showing rescue crews, i believe it was in the parking garage. there's water on -- on the ground. you can see supports, i guess, that you guys have put in to keep the structure that you are working under, to keep you all safe. can you just explain? i mean, it -- it -- in a thing like this, isn't -- i mean, if you move one piece of metal, it's like a jigsaw puzzle, isn't it? i mean, don't you have to constantly be aware of how one piece affects another piece? >> yeah, that's correct. as

>> reporter: so miami-dade fire department, obviously a huge fire department, miami-dade county is the largest in terms of population, within that they have urban search and rescue. this has been going on for decades. they not only have expertise but have the equipment and training that they keep current. but the point is, they're exhausted. they have been running through the operation for 31 plus hours, so they have now defaulted to bring in assistance from the miami fire department, the city of miami versus the county of miami-dade to begin assisting them, and as we heard from the state emergency management coordinator, other fire departments in the state are going to be lending their firefighters who also have unique training and expertise, which all suggests as we are 31 hours into this. this is going to go on awhile. everybody tuning in may say gosh, i hope we have answers now. it doesn't happen that way in a situation like this. it takes days and a lot of days to get to the point where they'll say we have done search and rescue, now we move to recovery. search and rescue is the m

and miami-dade rescue and fire. as we speak trying to locate people whose loved ones they cannot get in touch with. >> sam, walter isaacson. when there is a crisis like this involving highway safety or airplane safety, does the transportation safety board does a long investigation and figures out exactly what happened. who does the long investigation now? and is it nationally done or locally? >> walter, that is a great question. and we just found out this morning the same engineer investigating the fiu bridge collapse which you recall led to quite a few deaths, the go-to engineer in the state is now investigating this particular collapse as well. when that starts, what are the parameters of that investigation? we don't know. we reached out to the individual to try and get more information what he is going to be doing. but from what i hear from civil engineers, this kind of thing, not just incredibly rare but takes months to try to the bottom of. what they'll end up doing is looking at concrete slabs, how they crack,

we're in miami-dade county, we've got a mayor of miami-dade county, but surfside itself has a mayor,on to evacuate the residents in the adjacent tower. the building that came down was champlain tower south. he wants to evacuate champlain tower north. they're part of the same structure so that authorities can conduct a thoroughly forensic study. meanwhile another study from last year by florida international university found that the building had been sinking at a rate of two millimeters per year in the 1990s. experts say that could have affected its structural integrity. the study also points out that the tower was built on reclaimed wetland. this is a barrier island, by the way, which is always of concern as the land isn't nearly as stable over time as naturally occurring foundations. joining me now is the author of the study. he's a professor of geophysics at florida international university in miami. professor, i'm sorry for mispronouncing your name there. give me a little bit of context here. you've been quick to point out that the findings of the research, the study, is not mean

the mayor announced she is talking to the state attorney here in miami dade county about a grand juryestigation. it get difficult, a little murky, because she says she is in conversations with the state attorney, that a grand jury is always impanelled in miami dade. she doesn't know if the current grand jury is going to be taking this topic or not. but she says that the conversation is there, the state attorney from miami dade plans to address the grand jury and ask the grand jury if this is a topic that they would like to take on. of course, the reason for this, she says, is so that this doesn't happen again. as you mentioned moments ago, the inspections that are being done right here in miami date have already produced results. that building in the northeast part of the county, shutting off four different balconies in that building, because of safety concerns. now, we tried to get a little more information about that. more information is not available. but that just gives you an idea of how quickly officials are working to make sure that what we're seeing in surfside doesn't happen
