it was great to see senator boxer, senator inhofe, congress member micah, tom donohue, richard trumkaall supporting the idea of trick and the jobs that come with it. according to the economic development corporation, your committee's proposal to increase the budget authority to a billion dollars has the power to create just with that alone, 500,000 jobs in just two years and over a million jobs over a six-year period of time. why? because it's a 30 to 1 leverage with that money. at a time with high deficits and debt, now is the right time to make those investments, and i hope the senate and the house also looks at some point in a transportation bond program that will help us expand on that effort as well.

we heard a lot from congressman micah about the high-speed rail connection to turn down. would you explain your thinking on that decision? guest: going back on pension, that is our state pension. we have a lot of city pensions that are way more under water than what our state pension is. that is also going to be an issue going forward. host: will the state irresponsible if the cities cannot? guest: no, the state has no responsibility for that. host: the high-speed rail? guest: i walked into it and the project had not been funded at the state level yet. we have existing road project called tri-rail. it took many years to meet the ridership projections i worry about the numbers. a walk in the high-speed rail and the deal proposed to the state -- this was really a federal project, not a state projects. they would give us $2.4 billion. we had to finish construction of any costs above that. the estimate was probably $1 billion in costs. then it will lose money every year. if we ever wanted to shut it down, we have to give the $2.4 billion back to the federal government agree i

i mean, the point is that isn't their point because john -- micah has said time and time again publicly we tried that to try to force them to deal with the bill. if i can be critical for a moment, we have all been tremendously caught up in the debt ceiling crisis. the faa and the tens of thousands of parts which make up the faa is extremely complicated. we have been negotiating. we've gone from 210 points of disagreement in staff negotiations down to 12, all which can be subtle, but it has nothing to do with morgantown. actually, we have a better central air service that costs less money and applies a better way of doing it, but it isn't about central air service because if i agreed to that, then they would say, okay, well, we got that one, and then they'd come back and refuse an extension until you have the national mediation point. you have to understand, johnathan, that speaker boehner sent a direct message to me that he would only consider discussing or doing the cleaning bill -- a clean extension -- if i would agree previous to the institution on these -- discussion on certificatio
