we're joined by two experts on cybersecurity, louis rincon and michael balboni, great to have both of you. michael, start with you, in addition to running homeland security, you ran the cybersecurity agency. what we're hearing tonight, islamic militants are bragging, bragging online it's only a matter of time before they launch some sort of massive attack on our financial system or on our infrastructure. what do you make of this? how successful could they be? >> consistent with their whole global effort to recruit, to spret their message, but they want to increase their footprint. doing that is hard when it comes to tanks and missiles because they don't have the infrastructure. go to the internet, you can get a huge reach. that's what they want to do. especially if they bring down our financial sector, specifically the united states. it's the poor man's weapon at this point in time. gerri: that is so smart. the fellow that hacked the personal gmail of tony blair, the former prime minister. with weapons like that at their disposal, seems like they have a powerful front on the internet

. >> michael balboni joins us now.was homeland security director for new york state and is a senior fellow with the homeland security policy institute and you're the right man to talk about the efforts eric holder is undertaking and the importance of reaching into the community. it certainly seems like we're reporting more about these homegrown terrorists since 9/11. it's not just the appearance. this is on tin crease. >> it's always been a concern, right after 9/11 and when you think about the have had a vent of the 24 hour news cycle, the images, there's so much information out there and image they can really illicit a very strong response. we saw this in the boston bombings. we see it all over the place and what we refer to it as is inspired but not instructive. so what the attorney general is doing is reaching out to local communities and saying how can we help this situation? what type of things can we do? the challenge here is how do you not have a police state, like going into the mosques, everyone says "wait a

well joining us is former homeland security advisor for new york state, michael balboni.has been an exemption for national security investigations where if it's a national security thing, there can be surveillance at mosques and places like that. they're saying, no more of that. >> couple things strike you as really bizarre about this whole move. the first is the timing, why would you push for this exception now to be taken out? when we're probably in one of the worst threatened environments we've had since 9/11. second is that why are we demonstrating why that security exception was bad? we have not had any type of information out there, hearings that says that that specific security exception was in fact resulting in civil rights violations? >> sure. in the past, there have been police departments who have sent members of their team into mosques, into different situations to monitor. going forward, they won't be able to do that anymore, legally? >> really becomes a question of how do you monitor this, in other words, you have an investigation, there are lots of differen

also michael balboni, the former home land security advisor or new york state and michael kay.e president said last night in his address that america is safer today. would you agree? >> i think we're much more aware and built up an infrastructure. we've been able to connect the dots from our security force perspective. the hardest thing is taking national security and make it hometown. i think weaver done that. the question is remaining vigilant, continuing resources. it gets expensive over decades. at this point in the world, we still have issues with sharing the right intelligence, making it actionable so that we can truly engage all the resources we have at state and local levels. >> the one thing i keep hearing people say over and over again when talking about the islamic state, al-qaeda, boko haram, is that it's confusing. for americans, it is confusing, because the enemy keeps morphing into a new group. how difficult is it to attack an enemy that no longer is for instance like hitler that was a nation state? we are talking about a group that can move from border to border
