i am michael barrett. i am addressing the grand jury report, which i applaud the grand jury on giving the report, on item 29. the mta said they had no plan to implement the recommendations of the grand jury, which was they are going to reject the high priority we have placed on improved surface and bus operations. the mta refers to a transit- effective plan study of 2008. they completely ignored that plan. they also referred -- the m.t.a. refers to a chinatown area transportation study of 1996. once again, the mta completely ignores these reports. mta did not report the day the mti reported in 2002, which was brought up by many of their experts, the fact that they included stockton street traffic signals, transit stop for spacing and relocation be completed in three years. it would have cost $9.1 million. they ignored that. instead, we are looking at $1.62 billion expense. i think the mta has not played with a full deck all along. when it comes to the subway, the subway itself will take longer travel time
