let's bring in congressman michael burgess, a republican from texas. and congressman rob andrews a democrat from new jersey. thank you for talking to us. let me ask you, conman burgess, you were once a doctor, before you became a congressman and you're still considered a doctor. what would -- >> yes, i am. >> so if you were still practicing in the medical field, a lot of people say that medical malpractice is so out of control and that that is the reason why our health care costs are so high. what would you say? >> it is a factor and texas, some six years ago undertook some massive reforms in our medical justice system and they paid off for news a big way. i actually tried to introduce what i call the texas compromise as an amendment to the democratic health care bill yesterday and it was the first amendment out of the box when we started our markup on the bill. waxman knocked it down on a technicality. i am going to try to reintroduce that next week. it was odd because they said i didn't have jurisdiction. the very next amendment that they accepted, w

megyn: michael burgess also from texas is with us.heila jackson lee was at the memorial service and purported to speak on behalf of the congress. we read that her staff called the obituaries for funerals where she can speak. she got the invitation from the jackson camp, showed up, and now wants a resolution in his honor. how do you feel about it? >> i cannot believe this is something that they want to be so -- that the other side wants to be talking about. we have north korea, the jobs going away, we have a health care bill that my son has not even seen, and we are marking in up in committee next week. these are big issues that we have to deal with, and now we are talking about this? i do not think the democrats even want to talk about this. here is the resolution that she is introducing. she got this done in one day. we have 50 amendments to the health care bill. i cannot get that for the legislative council because of the backlog. how did she get this through in record time? the democrats cannot even give us a copy of their health c

michael burgess of texas. >> i spent the last year talking to providers across this country, my state and my area as well and provided concern about what they see the congress doing. mr. blunt mentioned choice. the competition, from a provider's perspective, competition is pretty thin. the choice is nonexistent. if you wish to continue to see your medicare patients you will have to accept the new government option. the payment rate for the new government auction will be higher than medicare for the first three years and then good luck, you fall off a cliff. it will be set by the czar of health care created by this bill and no provider out there right now trusts this congress and this government to do much of anything that is in anyone's best interest. it is critical providers follow this discussion, this debate, they need to weigh in with their members, we need to hear from you. >> questions? >> can you talk about increasing unemployment? >> i want dave to follow this up. there are 22 ways to finance this, one is the clear surtax on small business, over 50% of the people will pay the
