joined now by congressman michael burgess, a republican from texas who was at the meeting -- you justt the door here, congressman. tell us what you know. >> literally. >> literally. and so tell us about what the elements are. we have some understanding from our reporting staff up there, luke russert, frank thorpe saying there's a list of things. what's in it? >> well, first off, one thing i have learned up here over the last several years is until something is written down, it's not real. so the fact that things were discussed means they may or may not be part of something later in the day. but in a list of very short positives for the republican conference, the calendar actually does work in our favor. there is a bill that came over here from the senate, one of the last proposals that we sent over to them before the shutdown actually occurred that came back to the house after they changed it. it is possible to change that language and send it back to the senate. it does not have to go through a three-day rule so it actually could be voted on either this evening or tomorrow morning, a

joining me right now is republican congressman michael burgess of texas. to have you here. i know we're starting out a fresh week, day seven of all this. as we look at an nbc news count, if a clean cr, continuing resolution, were brought up on the floor, it would be within reach of passing with as many as 22 republicans supporting it. even republican congressman peter king said he could see as many as 75 republicans voting for it if it would hit the floor. do you think speaker boehner should do it, just bring it to the floor for a clean up or down vote? >> first off, i would just challenge the veracity of that report. as you know, there have been a number of procedural motions on the floor where if 20 or 25 people wanted to defect, they certainly could have. the defeat of that procedural motion would have allowed the democrats to do basically whatever they wanted with the next motion, which presumably would be their clean cr. so the fact that all republicans or almost all republicans have held together on this i think is telling. we've had a whale of a lot

michael burgess, a republican from texas and joins me now.is there any give on the part of those of you who do not believe this continuing resolution should be passed clean without some changes in obama care? >> first off, thanks for having me on. >> my pleasure. >> the continuing resolution has before the 30th of september in the fiscal lapse occurred at the end of the fiscal year, there were three compromise that went over to the senate in the last week. all were rejected. the final offer was lets go to conference. that was rejected as well. that set the stage for where we are here at the end of this week. there have been a number of appropriations bills go over, be passed to the house and go over to the senate. they are awaiting further action. certainly the senate can take them up at any point they want. your last guests comments about the national institute of health, i hope those comments were directed to the senate because that's where the appropriations bill sits right now. >> the senate's position is, the president's position is you'

. >>> joining me now for more is republican congressman michael burgess of texas.re this afternoon. >> good afternoon, mara. >> you just heard some of those sad stories where people's well-being and health are at stake. what's your reaction to these stories. >> well, that's precisely the reason why in the rules committee and on the floor of the house we have passed many of those bills, head start and the wik program attracted a significant number of democratic votes to those bills. i guess it's a big question why those won't be taken up in the united states senate. last saturday, pay for soldiers was passed unanimously on the floor of the house. the senate did take it up, did pass it, it was signed by the president. today we passed the pay for furloughed federal employees. that passed unanimously in the floor of the house. i expect the senate will do that on a voice vote perhaps this weekend. my prayer is that the president will sign that, as well. but every other aspect of the appropriations process is copping through the rules committee. we are sometimes working
