i'm acting general manager michael carlin. i'm joined by eric sandlin today to answer any questions you have. thank you for taking the time to hear our mid cycle budget update. i would like to start by setting the scene for our budget update. this is an unusual year for us. we're at the midpoint of the two year budget cycle. with covid impacts over the past year, we have made some revisions to our budget i'll detail here. during summer 2020 we retooled the budget and financial plan because of recession effects due to significant cost savings over $90 million over two years to reduce projections from covid-19 impacts. in fiscal year 21-22 we have only allowed for critical changes where funding allows to address commission priorities, mandates from the office of racial equity and commission racial justice. in addition, our changes are in alignment with mayor's priorities. next slide please. working with our partners and taking direction from our commission, the following are the priorities driving the budget update. stewardship.

the mayor appointed michael carlin as acting gm. we determined we should have the city hr work with us in recruiting to have no conflict of about. conflict of interest. at the january meeting the department of human services presented us with an 8 point recruiting process and with four of the highest scoring respondents from their prequalified pool of recruitment firms. at the february 23rd meeting, we chose the hawkins company. they were recruiting for the southern california water district gm. we thought they are a good ear on the ground what was going on in the industry and who was out there. they had done searches for the san francisco public library, airport on more than one occasion and robust stakeholder program and interview program which was very important. from that outreach we come from priorities and qualifications. we had basic qualifications in 2012 the last time. in the contract negotiations with the company and the city, i met with them on occasion to be introduced to the team and to talk more about the stakeholder a
