[ applause ] >> good morning, i'm the special adviser to president michael crow at arizona state university. i joined asu as an adviser four years ago after writing about higher education as a journalist and author for nearly two decades because i was attracted to arizona state's deep commission in pushing innovation on multiple fronts to improve college attainment. it's a mission that is not only spelled out in asu's charter but it's really when you go to asu, it's really infused throughout the culture from top administrators to literally every stab member on campus and there's really three components that drive this mission. the first is to measure success not by whom we exclude, which is really how prestige is unfortunately measured in american higher education, it's really showered on a small group of institutions who really today as i said earlier enroll less than 1% of american undergraduates and asu really believes that learning is for everyone and that everyone can learn. second, asu measures research productivity. not only whether it's good for academics

i want to end today by making two brief suggestions and recommendations where asu and michael crow think the federal government can help push innovation in this sector. the first, and this was mentioned in the previous presentation is that the accreditation system really needs to be reformed to allow for more innovation. we need to find regulatory relief and working with accrediting agencies. the u.s. in many ways is undergoing as i mentioned earlier an economic transformation that is really, in some ways similar to the economic transformation we went through in the 1800s with the industrial revolution. we are moving from an analog economy to a digital economy, time and process was fixed and the outcomes were variable, and in today's economy we're focused much more on outcomes as many of us talked about today. in an education as a result we can no longer focus just on sit time as a primary measure of success. if you sit in a seat you get a bachelor's degree and that's considered quality and success right now in higher education. the information economy that we live in really needs to be

so president michael crowe, who many of you probably are -- have familiarity with him, they decided in 2009 to get into the charter business, not to get into the charter business, but to get into the seamless education k-12 business. and bring it in-house so they could look at if we really are interested and dedicated to creating this seamless pathway of, you know, birth-to-life education so to speak, let's put our money where our mouth is, and let's bring an end to the university. so in 2009, they authorized a group of network of charter schools. now with nine schools, all of which are on campus, so they're then the digital high school, which launched in august. what's been really fascinating to watch is the truly deliberate effort from the president's level, the leadership level, to not have this k-12 entity thing be over here attached to the university, but truly embedded in the university. so, for example, within our academy and very specifically within the digital school, our students are encouraged and offered a menu of college courses as high school students, as part of their hi

and if you're going to grow the internal pipeline, as i think michael crow noted earlier, it's a long process, right, particularly at the higher end. so a couple of things. first of all, and i know the council has talked about this at times in the past, it will take time to expand the pipeline inside the united states, and the only alternative to that is buying talent from abroad. so i'm not going to say anything more about it, but an intelligent skills-based immigration policy ought to be number one on the list, right? because that's the only short-term solution to some of the shortages that firms are experiencing. that or they're going to move out of the united states, and you know, the lower-cost energy, of course, is a reason to stay here, if you can get the talent together. let me talk about building the pipeline internally. one thing i say i think is on all of us. we've got to make manufacturing and the science, the technology that goes into it a little bit more sexy out there in the public conversation. i hear regularly from talking to people in the business schools or engineer
