michael flynn and paul manafort, who are clearly being pressured by mueller. robert, back to you on the congressional side of things. how close is lindsey grahamthe whip count on trying to get something through the senate on repealing obamacare? is there one last shot at this? >> there is one last shot. they're trying to get it in before the end of september. it remains to be seen whether leader mcconnell wants to bring this piece of legislation to the floor. he wants to have a win. he doesn't want an episode like we had earlier where they brought the bill to the floor and it didn't pass. they have some real hurdles because senator murkowski of alaska, senator mccain, senator collins in maine has her own problems with the graham/cassidy bill, so does senator paul from kentucky on the right. getting to that 50 number seems to be a challenge. they also to signal to the republican base they're trying, even after the failures, they continue to try. i think that effort is a signal even if it doesn't necessarily end with passage. >> at the same time you have the president clearly trying to satisfy the base with the tweet showing him -- the doctored

. >> michael, the market hasn't really been rocked by the decision not to hold a vote on the graham/cassidy health care bill it's the same eventuality met tax reform, would the market be knocked sideways >> yeah, i think with health care, everybody expected that not much was going to happen, so it isn't a surprise. i think the expectations for tax reform are a little bit better but, again, watching the sausage being made on all this legislative action, there's still a big degree of uncertainty as to whether we're going to get anything, and if it's going to be anywhere near what was maybe hoped for or promised earlier in the year so i think there's a lot of uncertainty. with respect to janet yellen's speech today, i mean, maybe we will, maybe we won't i'm not sure it really moved the needle at all. i think the fact remains there's a lot happening in october that may drive the fed's rate decision in december and thereafter corporate earnings being one of them, we're about to come on the year anniversary of sort of an earnings reboot where earnings have been stronger this will be the fourth qu

michael you talk about jacobson, who he was, and what he uncovered? >> he is absolutely key. investigator on the senate -- the joint inquiry by the house and senate intelligence committees, which was chaired by bob graham was set up right after the attacks. jacobson was investigator in that. early on, he noticed an odd discrepancy, a mention of the fbi files here in washington, that seemed to say that one of the hijackers had been in contact with an fbi informant. he thought this was quite interesting. he wanted -- he put in to go to san diego. i should say, this is a hijacker who been living in san diego. he pushed to go to san diego to look into the files on the local fbi office. interestingly, the head of the fbi, robert mueller, now investigating the trump allegations brought by donald trump, pushed -- moved heaven and earth to stop jacobson going to san diego. nevertheless, the committee insisted he do so and he went there. he found most of what we know about the saudi connection. you found in the files, they had -- there was plenty of information about a saudi agent who everyone in the fbi believed was a saudi agent, who had been in close contact with the hijackers, who had found them a place to

michael chertoff, who served as secretary of homeland security under president george w. bush, published a piece this month in "the wall street journal" calling on congress to take action and pass the klobuchar-graham amendment. he noted that our amendment would address the cybersecurity challenge in a way that is, quote, fiscally responsible, respectful of states' policy-making powers and proactive in dealing with the most pressing vulnerabilities. as i noted, bruce fein, the reagan department of justice official, said the amendment would enormously strengthen defenses against setbacks that could compromise the integrity of elections in the u.s. and undermine legitimacy of government. a bipartisan group of former national security officials sent a letter to senate leadership, pushing for a vote on this amendment. they noted that attacks on u.s. voting systems threaten the most basic underpinning of american self-government, and these attacks are growing in sophistication, and they are growing in scale. as we all know, states administer elections, and if you talk to the local election official, just call any of them up, you will find that they are adamant about protecting states' rights in this are
