i'm michael holmes. you're watching "cnn newsroom." now, the dream of a new life is on the line, again, for hundreds of thousands of immigrants in the u.s. a federal judge in texas, on friday, ruled that the so-called daca program is illegal. it, temporarily, protects undocumented immigrants, who were brought to the u.s. as children from deportation. friday's ruling bans new applications for daca protections. but it does not change the status of those who, already, have daca permits. at least, for now. legislation that would give daca recipients a path to citizenship has passed the democratic-controlled house. but how far it will fare in the senate is not, yet, clear. >>> meantime, the number of migrants illegally crossing into the u.s. from mexico has reached a ten-year high. u.s. officials say they arrested or turned away almost 189,000 people, on the border, in june. that's the highest number in at least a decade. >>> meanwhile, the funeral for haiti's assassinated leader has been set for next friday. we have also learned the fbi is

i'm michael holmes. this is "cnn newsroom." first to germany where the death toll has jumped to at least 81 in dangerous flash flooding in the western part of the country. in one district alone, 1300 people are assumed missing. some regions receiving more than a month's worth of rain in just 24 hours. at least 12 people have died in belgium, meteorologists describing it as the heaviest rainfall in a century. nina dos santos is tracking developments. weeks and weeks of rain. what is the impact of the floods? >> reporter: that's right, michael, the impact as you see is loss of life, severe devastation to a number of buildings, infrastructure is being blown up. across one part of the three stricken regions of germany, one of the most populous regions, we're seeing some of the telephone lines having been cut off, hundreds of thousands without power, indeed running water and basic supplies. it is a pretty dramatic situation and in one part of the vehicle stricken part of the country, authorities reckon that 1300 people are currently

michael? >>> the nfl is cracking down on covid raising the stakes for players who don't get vaccinated and their teams. t.j. holmess here with that. good morning, t.j. >> stra, we know there were states offering people cash and prizes to try to get them to get the vaccine. nfl is incentivizing players with their own paychecks. take a look. they sent out a memo clarifying the policy for the upcoming year. first of all, if there is an outbreak a game has to be canceled. the team that causes the outbreak, that team is going to forfeit the game, but both teams, the players from both teams are going to lose their game checks. they also can put in some other financial incentives and penalties to the teams. e ag can do that. where are they right now? the league wanted everybody to have an 85% threshold for vaccination on teams. right now 75% of the players have one shot of the vaccine, at least partially vaccinated. the league says 80%, about 80% of that vaccination number, about half of the teams have that so not where they need to be. the league, they had some reaction from some of the players. ezekiel elliott found ou
