so whether we're talking about michael brown or eric gardner or ezell ford or tamir rice, john rawford, walter scott, freddie gray, sandra bland, rikah boyd, laquan mcdonald, or the last two that we have seen on television almost every night for the last eek or so, alton sterling or philando castile or names that we don't know, names not mentioned here because they have not been reported and we don't have the kind of database of these killings that we should have. that's another recommendation that i'm making, that we must have a database that is kept so that we can know for sure exactly who is being killed and why, supposedly, they are being killed. this is tough business that we have to deal with. this is painful business that we have to deal with. but when you see those mothers on television, as i saw last evening, saying i have a 14-year-old and i'm afraid for his life every minute he's not with me. and folks, -- and folks tell us you should talk to them more. and you should tell them how they should act when they're stopped by the police. i want to tell you, every african-american mother and father that i know talked to their children about the polic

year after the death of michael brown and the ferguson outbreak alone so during 2014, and i'll say their names -- includes edsel ford, sanjay parker, gurly, tamir rice, mcdonald, mckenna, cone in robinson, anthony hill, miya hall, walter scott, freddie gray. randolph, sandra bland, sam due boys,, christian taylor. their deaths set new climate for social movement and federal action. the condition over police encounters that end ted loss of their lives and the lives of thousands of other independent citizen would not have existed and could have been entirely avoided had federal policymakers dod to respond in a different way to civil rights movement and the enlightened protests of the 1960s. questions of intent or the degree to which federal policymakers foresaw the consequences of the choices they made with respect to urban social programs in black community are only relevant to a certain extent. the issue is to uncover the series of decisions that made contemporary mass incarceration possible in order to discover our own actual history. the domestic policies at the center of this book shape the lives of black women and men, their families and their communities
