ambassador to russia, michael mcfaul. it's an honor to have you on the program. nuance is all important. comparisons to other leaders like hitler don't help me at all. i see a pattern, though, not about hitler but this concern about language. i think english is a good unifier. under the law. it's a good unifier. i see the power of russian and the russian language in ukraine and the way it has been used to regather the old soviet order in this case with crimea coming back to russia by plebiscite. do you think like hitler the land will not be enough in this case, that putin will try to get more of ukraine where it's russian speaking and perhaps look for an easement between moscow and crimea through ukraine? >> well, it's a dangerous time. any time you make people choose in terms of their identities, that's always dangerous. right? i mean, you can speak multiple languages, have multiple ethnic identities, live in ukraine but want to be part of europe. be an irish-american but live in america. speak french, german, italian. when you force people to choose, those are

we are now joined by michael mcfaul, who just days ago departed as u.s.mbassador to russia to return to stanford university as an expert on the region and the country and its president, vladimir putin. mr. ambassador, a lot of folks on tv over the weekend seem to desperately want this to be a plot line, putin versus obama. if you're vladimir putin, however, how much is the u.s. a part of your thinking and how much is this truly a domestic matter to you? >> well, for president putin, ukraine is very important to his vision of creating what he calls a eurasian economic union. and just a month ago he was victorious in his view when then president yanukovych rejected the european and started negotiations with russia. but then just a few weeks ago, that president, yanukovych fled russia, and that was a big blow to putin, a big blow of what should happen in terms of his vision in terms of russian and ukraine. this is his counterpunch to let everybody know that he is going to be the dominant power in his view in this part of the world. >> and what is possibly go

ambassador to ukraine, michael mcfaul who now teaches at stanford university. michael, i guess i could call you, or professor -- i called you ambassador last time we spoke -- >> you can call me whatever you want. >> your reaction to this remarkable united nation' testimony by the russian federation ambassador to the united nations, vitaly churkin trying to justify what russia did, what's your immediate reaction? >> well, my immediate reaction is not that much different than ambassador power, which is to say the allegations, quo quote/unquote threat, there has been no terrorists that have attacked anymore in crimea. there's no nazis threatening ethnic russians. that's complete fantasy. therefore, it is the right response to get international monitors into crimea as the international community is working to do so we can have a basis of a discussion of what is happening there with some basic facts that we all share. what the russians are saying is just simply not true. there's absolutely no supporting evidence to the claims that ambassador churkin just made. >> let

ambassador michael mcfaul, thank you. >> thanks for having me. >> woodruff: now we get the perspective of stephen cohen a professor of russian studies and history emeritus at new york university and princeton university. why are we in this position tonight, professor cohen? what is putin's end game here? >> i don't know where to begin because i've just listened to two statements to have the -- oe official american position. the position of where we are and how we got here. i think they're fundamentally wrong. what we're watching today is the worst kind of history being made, the dissent of a new cold war divide between west and east in europe, this time not in far-away berlin, but rights on russia's borders through ukraine. that would mean instability and the prospect of war for decades to come for our kids and grandchildren. the official version is that putin is to blame. he did this. this simply isn't true. this began 20 years ago when clinton began the movement of nato against russia, a movement that's continued. even if we go back to november, a few months ago when the protesters c

but if russia is ascendant and it's feeling wealthy and powerful, and as michael mcfaul outlines, it's high on a kind of pugnacious ugly nationalism today and it's using outside threats to justify that, that kind of russia is going to go back and try and create security buffer zones and try to basically flip off the rest of the world, so to speak. so we've been feeding vladimir putin with opportunities to show his domestic constituencies how bad the rest of us are in their eyes. and i think a strategic response would begin to sort of deflate some of that. and as michael suggests engage russia in where we have absolute core interests. but we need to confront him as well because he's really on a roll right now. >> ambassador mcfaul, you talk in your piece about the silent skeptics in russia, both in the government and outside of the government, who we don't get to hear these days and also the fact that what's going on there is putinism. this is not so much a policy as the effect of one person. and that leaves us wondering what the life spo-spa span of p is likely to be. >> well, i don't

i wanted you to meet michael mcfaul. until recently he was the united states ambassador to russia.joins us tonight. we heard an extraordinary statement from russia's ambassador to the u.n. a short time ago, reading a letter that he says is from the former president here in ukraine, essentially asking vladimir putin to intervene militarily. did that surprise you? >> it did surprise me, i did see him waving the letter at the u.n. security council meeting today. it surprised me because i watched live the president's last press conference. i was still in russia at the time. he was clear back then in that press conference, he didn't want russian troops to intervene. he must be under pressure in russia, and that's what produced that letter today. >> what do you think is vladimir putin's objective in crimea, in the ukraine? >> well, his first objective is just to show that he's not done and he's not giving up ukraine. he and his government have been very frustrated by what happened in kiev just several weeks ago, they're very disappointed in preside president yanukovyk as a weak leader wh

joining us, michael mcfaul. now a professor of political science at stanford university. mr.k you for joining us. walk us through, first, how to interpret what we're reporting as conflicting messages here coming from putin and the kremlin? >> well, they're conflicting, but i think it's designed to create leverage over a negotiation that he wants. that is to say, he's massed these troops. it's very ominous, very scary to me that those troops are there. but then the phone calls to say, let's negotiate, what he means is let's negotiate about eastern ukraine, about ukrainian federalism. let's negotiate about protections of russians inside ukraine. let's not negotiate about crimea. and so i see this as a classic now that i've taken that part, that's nonnegotiable, let's negotiate about the new terrain on his terms. >> if you put nationalistic ego aside, your view is somewhat positive because it means your off ramps? also, what did you think of the president, your former boss, trying to give some sort of nuance reflection of putin's historical claims here? >> fundamentally, i don't
