republican candidates governor dennis dugard -- dennis daugaard, independent candidate michael meyerscratic candidates, state representative susan wismer. welcome to all of you and thank you for participating in tonight's debate. names were drawn to determine the order of our opening statement. that order will be governor dennis daugaard, then michael meyers, followed by representative susan wismer. governor, you have one minute. you can begin. daugaard: thank you, susan. four years ago i came asking for a job, and you gave me a big one. a lot has changed since then. my family has grown. i have added a daughter-in-law and three new grand kids. one grandchild on the way. a lot more has changed. together we balance the budget without using gimmicks are raising taxes. we stood up to record flooding of the missouri river. issue of reform of our criminal justice system to make the public safer, to hold offenders accountable and to save money. we added thousands of jobs recovering through a new post recession high. along the way we added new programs for our young people with programs that

meyers, and whether or not that matches with the specifics of what killed michael brown is irrelevantat we need to be discussing and the issue that underlines all of this is the issue of the distrust that the community, that the residents, that the people that are gathering here in this region have for the police, and it's not a distrust that was born out of the single incident, the killing of meyers, the killing of michael brown, this is a distrust that is generations old, with a collective understanding and a collective experience, specific experience, that people can say about what has happened to them that demonstrates that they do not trust the police. >> so does that spill over? the grand jury is hearing evidence right now and we tonight know what is going on there, is the general expectation that there is going to be an indictment or not going to be an indictment of the officer? >> i am a former criminal defense attorney and i practiced in the county of st. louis and from what i have seen and what people feel, nobody -- few people believe that there is going to be an indictment

protesters are angered about the killing of michael brown two months ago and another, meyers. he shot at an off-duty officer. no arrests occurred. >>> this morning a crouse of people opposed to the pro-democracy protests in hong kong charged barricades. some tried to remove barriers blocking roads in a financial district. we've been telling you about demonstrators imposed to election restrictions imposed by beijing. they blocked city streets last month. >>> isis forces are attacking cities again. they attacked the key town of kobani. and this morning there are serious concerns about the security of baghdad. they're getting around security checkpoints in iraq to carry on deadly attacks. elizabeth palmer has more. >> reporter: good morning. the iraqi army is trying to clear and stabilize a buffer zone around baghdad and in some areas they're actually succeeding. here's something you don't see very often. territory that isis had and lost. it's the flat fertile farmland south of baghdad. in late september iraqi soldiers of the 23rd bury good fighting alongside paramilitaries drove

meyers. the shooting took place a short distance from where michael brown was shot and killed in august. ash-har quraishi joins us. good evening, ash-har. >> over the last two nights, as you mentioned, protesters facing off with police, police say opened fire on an officer after that officer made chase, off duty police officer and in return the police officer fired back fatally killing him which sparked new unrest in the st. louis area. this came just ahead of a weekend of resistance which has been planned in support of michael brown. we are hearing from organizers they expect thousands of activists and protesters. taking place in four days of rallies and marches and panel discussion. for racial profiling going on in the st. louis area for far too long. we also heard from the family of michael brown telling the people coming out in a statement, "we understand firsthand the powerless frustration felt by people of all walks of life regarding their interactions with law enforcement and for that reason as michael brown's parents we ask that those coming to show support for our son do so with

michael brown. >> was there more clarity about what caused the police to chase mr. meyers to begin with? >> reporter: there have been statements from the police. some of those have actually conflicted with earlier statements that they put out. initially we were told there was a pedestrian check that the officer was performing. this was actually an off-duty police officer, who was working secondary for a security company, but still wearing his uniform. so these details are emerging, you know, bit by bit, we know the officer fired 17 rounds. we're told that the victim also fired 3 rounds at the officer. the police say a gun was recovered from the scene. but witnesses we spoke to say the man was not holding a gun. his mother said he was not holding a gun, that he was carrying a sandwich that he bought from a nearby grocery store. so there are two narratives. the police story being completely different to what people at the scene are saying, and it is happening again and again in this community, and it's contributing to an extremely tense situation on the streets. >> you mentioned the protes

need to understand that there's a difference between the michael brown case and the off duty police officer who shot and killed vondurant meyers after meyers shot at the officer but it hasn't helped the level of mistrust in the community. >> there's an issue, of course every time there's an officer involved shooting we are going to revisit this. we will whether we want to or not revisit these. >> how are police officers deeming with it? because you -- dealing with it? because you said even the most routine calls are fraught with danger. your conversations with police you hear they are less likely to pull the trigger, the officer in that st. louis shooting last week specifically said he hesitated because of ferguson. you're calling that the ferguson effect. >> i am. that's an appropriate description. we're going to see this on a lot of levels, that's something that concerns me because of the police officers and the community as well. when a police officer goes out on a call, this incident that occurred at shaw and clem, that police officer said he saw what was a weapon and hesitated because of ferguson. as a consequence he got

michael brown jr. and last week's death of meyers. brown was unarmed but struggled with the officer who shot him while meyers was killed by an off- duty police officer who claims that meyers shot at him first. >>> a teenage girl is dead. 22 people were taken to the hospital after a haunted hayride accident in maine. authorities say a jeep hauling a hay wagon carrying guests lost control last night. the wagon went down a hill, crashed into a tree and overturned. fire and police rescue teams rushed to the area following the wreck. police spokesmen say the hayride takes place in the middle of the woods on a treacherous jail. a mechanical problem may have contributed to the accident. >>> and authorities say a passenger train struck people taking photos on the southern california coast. one person was killed. two others injured. a santa barbara county fire spokesman says the victims were standing on a beam shooting photos around sunset yesterday as the amtrak train approached. he says they tried to run off the beam but three of them were h

meyers family at all? >> they have. it was one of just to offer prayers and condolences. michael brown and leslie are sincere in trying to say we want to use our child as a legacy to try to make some kind of change. we keep talking about this video and cameras on police. everybody who is out exercising their first amendment rights are asking for the mike brown law, but also asking that this governor appoint a special prosecutor to get transparency. other than that we don't know how people will react to the grand jury. >> let's talk about that. you filed an official request to have a special prosecutor appointed, replacing the current prosecutor. is there an update on that status? >> we have not heard back yet from the governor's office. we anticipate hearing something back one way or the other, but it's clear that there is a conflict of interest with the prosecutor using officer wilson and so many of his cases as the main witness and the arresting officer, but yet standing in judgment whether or not to indict him knowing that the other cases are gone. it's a conflict. why don't w

michael brown in ferguson, missouri, a suburb of st. louis. in this case, the officer said that von terret meyershot at him three times so he shot back 17 times. myers' family said he didn't have a gun. only a sandwich. but st. louis police say that is not true. . >> i know emotions are high, and i know tensions are high. but the reality is, what we have seen or what the evidence tells me right now is an individual pointed a gun at a police officer, fired at least .3 rounds and continued to pull the trigger. >> that story, though, does not sit well with some people. they poured into the streets screaming and cursing at the police. al jazeera's fault lines score respondent sebastian walk something in st. louis. he was in the think of things as tensions came really to a head. sebastian, tell us about this latest event. it was really an echo of what happened at ferguson. >> well, it seems to be eerily similar to the situation that whooefshing about with the shooting of michael brown, two completely different narratives, on the police side and from witnesses who are actually on the ground and saw the
