joe: still with us is michael regan and saira malik. saira, want to go back to you. we are just listing one superlative after another. every country around the world seeing historic moves. we have to go back decades in some places to find any comparison. does that tell you anything? you are saying the word before, capitulation. does that give people who may have been holders themselves to suddenly question their own faith in holding on, and thus, want to sell further when they see headlines like that? saira: i think that constant headlines are definitely creating a lot of fear. the more that people stay home and do not go out, it creates more of a problem. the consumer continues to weaken and it exacerbates the problem. a couple things, coming into this period we were pretty much priced to perfection, markets were healthy. having a quick coronavirus hit the market has caused this level of volatility that is almost unprecedented. not really surprised to see that and have it continue on. if you have a portfolio right now, if you make sure you are positioned in quality

still with us is alicia levine and michael regan. today was supposed to be that day. the federal reserve was supposed to come out with its policy decision and hold a news conference. he didn't need to do that because it did so on sunday. what more should we expect from the federal reserve and how effective could it be? or is it a case of we need to wait for congress and the treasury to expand the mandate? alicia: the fed has been very proactive in pumping liquidity into the markets. what michael was saying today about 10-year yield, it is hard to unpack. spending,out deficit -- or abouture forced selling of a very liquid asset class? it is hard to unpack that. the next big thing we are going to see is whether or not the fed asks congress for authority to bind different kinds of -- buy different kinds of assets. it is different looking at a credit event. the banks balance sheets -- corporate not so much. the issue is how long is this air pocket? that goes back to the conversation whether it is a v or a u. if it is two months, the businesses can get through it. if the a

i want to bring in michael regan in new york from our mliv team. we saw something this morning we haven't seen in 12 years, circuit breakers across the board, everything from high-yield to u.s. stocks. put this into context for us, doesn't mean there's a lot of panic selling out there? michael: there's a lot of selling right at the open that decline in the s&p 500, which caused a 15 minute market wide circuit breaker. it is somewhat encouraging to -- but it is a fast-moving market. it is not until 13% that you would hit another level to circuit breaker, i 13% drop on the day that would trigger a pause again. a 20% drop on the day i don't think anyone is that worried about come but that would cross trading -- that would cause trading to stop for the day. after that first one hit in the initial minutes of trading, it is unlikely we will see another one today. vonnie: that is the credit risk surging, the investment grade credit default swaps surging their. guy: can we talk about how risk managers are going to be managing this? we've already been throu
