so what michelle indicates is be careful what you wish for. what the liberals were able to do during the 60s and 70's by giving support to republican candidates even though those candidates lost they helped gain control but the real factor that gave them control in 1976 was not someone in texas that someone from california and that was ronald reagan trade when ronald reagan ran against gerald ford for the republican nomination in 1976 but he was able to attract in a positive way millions of these conservative democrats who otherwise would have been voting in the democratic primary to the republican primary and so in 1976 roughly half a million people voted in a republican primary between ford and reagan. that allowed the liberals to gain control of their party. the result then in 1978 is they were able to defeat a conservative democratic governor by the name of dolph brisco and nominate a liberal democratic candidate for governor but by then the republicans have become a viable alternative and so what happened was their liberal democratic cand

michelle? >> reporter: that's right. we have seen a lot of flooding on the roadways, but the worst we saw was in redwood city this afternoon. you've got to take a look at this home. this is on court street in redwood city. this family said they found 2 inches of water in their garage this morning, but it wasn't rainwater. this is video after sewer water was pumped out, toilet paper and human waste was left behind in the garage and in the bedrooms on the first floor. and this was caused because a sewage pipe and drain were clogged during a storm early this morning. >> i mean, all of this has just been sitting in water, all this has been sitting in sewage. so we're going to have to move the refrigerator and then they'll have to deal with sanitizing my kids' room or pulling up carpets. >> reporter: redwood city will be paying for the cleanup, because the pipe and drain are on city land, the public works department says an aging pipe is to blame and they will be working to repair that area of the pipe. reporting live in palo

michelle caruso-cabrera had some breaking news.or -- should i learn how to pronounce this guy's name? is he the guy? sergei -- >> clearly he's somebody speaking to reuters and is making comments. at least they're quoting him which may be why the ruble came off of its lows. he says it is crucial in the stock markets and he says more importantly the central bank will take more measures after last night's massive rate hike. look to the right of the chart there. consider the ruble went to $79.66 and now it's only 73. that's a six-cent move in the last half an hour or so. that's a huge, huge move. it may be because they're doing jawboning and trying to threaten speculators saying there could be more to come. which is as you know this is what happens when you're dealing with this kind of situation. the central bank has to go to war and figure the tools to use to scare everybody out of it. >> they got the wherewithal to do it, you asked that question. but it was at 72 20 minutes ago. >> volatility is unbelievable. >> looks like our market
