,, ,,,,,,,,,,,,,,,,,,,,,, and i'm michelle griego. time is 6-- right now in downtown san francisco, crews are assessing the damage done - >>> good morning. it's friday, december 9. i'm kenny choi. >> i'm michelle griego. time now 6:30. right now in downtown san francisco, crews are assessing damage from a water main break. anne makovec is live at the scene with the latest. anne? >> reporter: yeah. they have a huge operation in front of them. i'm here near the moscone center. it is at howard and fourth. they are cleaning up some of the mud right now and will eventually start digging underground. also very close to the metreon. so this is a busy intersection and this is going to be affecting traffic into the afternoon hours. here's what things looked like when it broke at 3:15 a.m. it was a 12" water main about five feet underground. the water was gushing into the intersection some of it collecting in the basements of the moscone center. they have been trying to pump it out. public works crews have been able to reroute the water flow so

good morning, it is monday, december 5th, i'm michelle griego, and i'm maria medina. >> jackie ward has more on how victims are being remembered and the loved ones are coping with the tragedy. here's anne makovec. >> reporter: the press conference expected at 6:00 a.m. the search was suspended and the warehouse that was burned friday night, it is instruct structurely unsafe. it's not safe for recovery workers and continue their search not only for fire victims, but also for evidence in this case because there is a criminal investigation going on. i'm watching what's going on around me, when there is going to be a press conference within a couple minutes. we see the spokesperson for the alameda county sheriff's office. here to give us an update on exactly what happened last night, how the decision made was going to be until at least noon today. so we're going to stand by and see exactly what they have to say, but in the meantime, we have the families of victims, people who are still missing after this fire on friday night, wondering what happened to their loved ones and when they might f

i'm michelle griego. >> wow! it's december. how did that happen?>> the search is now over for two inmates who escaped santa clara county's main jail last week. the dramatic ending came last night during an hour's long standoff. kpix 5's maria medina reports. >> reporter: good morning. a lot of people commented that they didn't think that one of the inmates would get very far because he had a distinct tattoo right over his eye. he was on the run for a week in the south bay. rogelio chavez was arrested after a seven you're standoff in san jose last night. investigator say he was hiding in the attic of a friend's home, was high and had drugs on him. his capture comes nearly 24 hours after the arrest of laron campbell who was hiding out in his sister's apartment in antioch. investigators say he crashed through the zeal over there as u.s. marshals served a search warrant. >> the investigation is ongoing and there may be additional arrests in the future of people who harbored chavez during the time he had escaped. fugitive chavez was in possession of nar

i'm michelle griego. >> i'm anne makovec in for kenny choi. today could be a crucial day for fans who want to see the raiders stay in oakland. officials are expected to vote on a plan to build a new stadium. jackie ward joins us now to explain the proposal. >> the latest in this ongoing saga, right? we have heard of promising plans before but this one may be different after all. nfl hall of famer ronnie lott and his investment group want to help keep the raiders in oakland. if approved, the public would be responsible for the $350 million bill for land and new infrastructure. one big difference between this proposal and plans of the past is that if this project goes over budget or tickets don't sell the developer covers the cost. >> sewer, storm drain, water, lighting, parking, roadways. city and count are completely off the hook. >> and that's appealing because the city and county are still paying off 20 million a year on the old raider deal so some city officials are hopeful and say this is a different opportunity one that proves oakland is

i'm michelle griego. >> i'm anne makovec.h is on for a driver who hit a toddler and took off in san jose. finding the suspect may be impossible. kpix 5's maria medina live at santa clara valley medical center with details on the investigation. good morning. >> reporter: good morning, anne. the 3-year-old rushed here to valley medical center. he was knocked out and may have serious brain damage. this happened on roehampton in san jose around 11:00. the child was with his grandfather walking the dog in the neighborhood when the boy ran into the street and was struck by a car. now, officers say it wasn't a direct impact but, rather, a glancing blow they say that knocked him out. >> doesn't seem to be a direct impact maybe a more of a glancing blow. but the little boy did lose consciousness for a few minutes. >> reporter: again, that driver took off and finding that driver may be difficult or even impossible. that's because the only description of the car is it's silver and a honda probably. live in san jose, maria medina, kpix 5

i'm michelle griego. >> i'm anne makovec in for kenny choi. today, the police commission in san francisco votes on a new "use of force" policy. this comes a day after the new chief was announced. jackie ward is following the transition. this is one of the huge issues the chief will face. >> we have been talking about this for months, years and finally it's got a revision just a few months ago and it's no secret that the san francisco police department has been scrutinized after several scandals in recent years. first up were changes is the "use of force" policy. in this revised policy, the police department outlined several areas of focus including safeguarding human life and dignity, establishing communication, crisis intervention and fair and unbiased policing. this has been something the police officers association has tried blocking for months! newly named sf police chief bill scott understands this is just one of the issues the city is hoping he can resolve. >> you have challenges in the profession. let's start there. this organization li

.>> i am michelle griego. >> this is the single deadliest fire in oakland history. kpix 5 is live with complete coverage . jackie ward has more on the man at the help of the ghost ship collective. we begin with anne makovec and the latest from the scene. >> reporter: the latest number is 36. 36 bodies have been found in the warehouse. we are taking a live look from chopper 5 above the scene in oakland . work has resumed this morning after it had been put on hold for about nine hours. there was a wall that was in danger of collapsing so they had to put the whole operation on hold. they are now back in the warehouse searching for more bodies. there has been 36 found your a believe there will be several more. the other big piece of news that came out overnight was that the atf has pinpointed where they believe this fire started. it is in the back of the building. they also want recovery workers out of that area so they can make sure the area is not effected. they want to preserve all of the evidence so that they will eventually be able to get to the cause of this fire.

i'm anne makovec in for michelle griego. >> i'm kenny choi. landlords in one community are trying to stop rent control effects from taking place tomorrow. lisa chan reports on why the landlords are suing. >> reporter: mountain view voters approved measure v by 53.4% but the ordinance is challenged and could be stopped. the charter amendment is set to take effect tomorrow. but the california apartment association or caa filed a lawsuit challenging the new law and is going to court to get a temporary restraining order. the measure limits the annual rent increases to consumer price index percentages which is 2 to 5%. and it prohibits evictions without just cause for multi- family rental units built before february 1, 1995. the lawsuit also claims the city ordinance prevents possible evictions and rolling back rents to october 2015 levels will reduce the amount of rent landlords can possibly get in the future. caa says the measure deprives property owners of a fair rate of return for their properties and evictions protections within the rent contr
