and michelle miller went there to look into it. >> reporter: huber elementary in new jersey is one of 1200 schools in the state failing to meet the academic goals set by no child left behind. principal linda welhelm says today's exemption gives her school more flexibility to improve academic performance. >> it puts a very stressful situation on the teaching environment. not everybody is an advanced proficient student. that's just what happens. >> reporter: the 2002 no child left behind act required all schools to meet grade-level standards for math and reading. those that do not meet those standards by 2014 face cuts in federal aid. cynthia is superintendent of the secaucus schools. >> the waiver means that we no longer have to worry about reaching those unrealistic proficiency level in 2014 of 100% students across the state. >> reporter: the 10 states that received waivers today must set standardses to improve teacher performance and prepare students for college and careers. new jersey's plan includes an early-warning system to try to stop kids from dropping out and more accountabili
