nbc bay area's michelle roberts is live there with more. things are getting back to normal, finally, michelle. >> reporter: finally. this all happened under the underpass there. still some questions tonight. police aren't saying who wrote the suspicious note or where they car may have come from. this was the scene inside san francisco's hall of justice as hundreds of people were told to either evacuate or shelter in place just after 11:00 a.m. people were allowed to leave but no one was allowed in. >> there is a shelter in place at this time for the hall as well as the jails and the area around this incident. >> reporter: across the street from the hall of justice, san francisco police descended on a tow lot where a white sedan was parked below the 80 west freeway. you can see from our chopper video, the bomb and he had sent in a robot to get a closer look and open the trunk. police now say there was a suspicious note on that white car and sources tell us it included the word "bomb." >> it will still be quite heavy traveling into the city as

nbc bay area's michelle roberts joins us from the santa clara dmv. michelle, what services are impacted here, and what are they telling people when they show up? >> reporter: the doors are open. they're telling everybody the computers are down so you can figure out paperwork, although it won't be processed and you can take your drivers test. everything else, you have to wait. and many people we spoke to today, although the parking lot is pretty empty, because it seems everybody got the message, they're worried about what the lines will be like when the system is back up and running. dmv employees in santa clara turned hundreds of people away today, following a massive computer outage on monday. >> the dmv said that the computers would be back up this morning and they're not. so another wasted trip. >> reporter: more than 100 locations affected, including 16 in the bay area. today the dmv managed to get a dozen locations back online. santa clara wasn't on that list. >> i went to san jose dmv. they were shut down also. >> super frustrating. it's been t

nbc bay area's michelle roberts is in san jose for us. and health care issues. what's the big concern? >> reporter: it really does come down to health and there's different opinions on both side. the meeting started a few minutes ago but recallier today the protestsers filed this lawsuit and they're hoping a judge will say no to fluoride. >> fluoride is absorbed through your skin when you're washing the dishes as well as when you're drinking the water. >> reporter: keith house suffers from a kidney disease and because of that, he says, he's fighting the keep fluoride out of his tap water. >> it's an extreme toxic poison and it has no place being put into our water. >> reporter: five years ago the santa clara water district voted to add fluoride and in december, home owners in the san jose area will start receiving the floridated water. >> public health has long time supported it. it's effective, safe and reduces tooth decay and protects the community as a whole. >> reporter: they say children who don't have access to regular dental care will benefit the most fro

michelle roberts, nbc bay area news. >> well, the rain has been a welcome sight around the bay area. yesterday's storm dumped almost an inch of rain in some places. add to that a storm a couple weeks ago and we're at almost double the average rainfall for san jose, even higher for other parts of the bay area. the rain is helping fill up the reser reservoirs, though. >> they're not halfway full. our biggest reservoir, anderson, is at about 45%. >> that's right. half full. not half empty. reservoir levels in santa clara county rose less than 1% since mid-october but the water is good news. a lot of that rain soaked into the ground and remember, ground water is actually our biggest reservoir of all. speaking of, let's check in with vianey about a look at your forecast, including halloween. >> it looks like we have more rain on the way for the bay area. so, if you like the rain, you're going to like this weekend. but the you don't like the rain, halloween might not be your favorite day in terms of having to cover up your costume, but i'll get more into that in just a bit. right now, mild

i'm michelle roberts with anthony slaughter. kind of a mixed bag today. >> yeah.we are starting off with some sunshine but i want to show you the tiburon cam because you can see the leading edge of the system making its way into the bay area. there it is shrouding in the golden gate bridge. those are the clouds that will move inland as we head through the day associated with some rainfall headed our way as well. temperatures not all that bad, in the 50s and 40s, but no big surprise there. but there is the surprise, showers on the radar headed our way and, in fact, put the future cast into motion, you will notice by 11ow clo-- 11:00 we'l see the showers in santa rosa. even a brief shower possible around san francisco, oakland around lunchtime. yellows denote a quick, brief passing thunderstorm as we move towards 1:00, right as the 49ers take on the cowboys we may see a brief passing shower. by 2:00 we're done by the rain and then get ready for round two for monday. in the meantime, keep the jackets handy. we're only talking 60s for daytime highs. >>> this colder we
