michelle roberts joins us from san jose with some of the mixed opinions on this proposal. michelle?>> reporter: yeah, there really are. this is a hot debate here in san jose today as the people we talked to. voter turnout for young people is very low. only 7%. that's 18 to 24. and some people believe if you allow 17-year-olds to vote that number would go up. 17-year-olds in california cand. but it's a newly proposed state amendment is passed, those teens will also have a say in who is elected president. >> lowering the voting age will give a voice to young people and provide a tool to them. >> evan lou proposed the amendment this week. in an interview over the phone he tells us that lowering the voting age would have the potential to kick start a lifelong habit of voting. >> potentially would be a cost to the state to allow for more production, balance and the inherent costs of increasing the pool of the electorate. >> reporter: but he didn't estimate on how much the change could cost. >> we always want to have as many eligible voters to be registered as possible. >> reporter: today

i'm michelle roberts.r and green on the radar. >> we are still seeing some rain and i few scatters showers pushing through parts of the bay area. overnight we saw some pretty heavy downpours in some areas. take some extra time. 48 degrees right now along the peninsula, south bay 47, 46 for the try valley and on your san francisco also waking up to the 40s in the forecast. we are still seeing the chance of those scatters showers carry through sunday, but what we're also seeing on the radar is snow in lower elevation areas, as low as 2,000 feet. and there is currently a winter storm warning that is expected to remain in effect through 4:00 p.m. tonight and that's because we're expecting over 30 inches of snow this weekend. so if you had plans to drive up there, i would say check the roads, it's probably not going to be the best commute. you could actually see some of that rain pushing through right now. the last two hours we saw some decent rainfall but it looks like as far as rain totals we're not expecting
