the director of the office of management and budget, mick mulvaney, will be speaking to reporters along with sean spicer. mulvaney did brief reporters yesterday about what's in this budget. and he's describing this as a hard power budget to contrast with that use of the term soft power during the obama administration. a term that hillary clinton liked to use at the state department. she liked to talk about soft power and smart power at the state department. talking about hard power in this budget. when you look at what they're talking about, $54 billion in terms of an increase in spending for the pentagon and then you showed the pllist. you are talking about a 16.2% decrease for health and human services, a 31.4% decrease for the epa. 28.7% decrease for the state department. and on and on. and, wolf, what you'll have happened here in the coming days is you'll have both democrats and republicans pick apart this budget and see things that they don't like. already hearing from the likes of senator rob portman from ohio. marco rubio, lindsey graham in south carolina, all saying that this bu

yarmuth: i don't know how mick mulvaney translated those speeches into these cuts, but he better not apply for a u.n. translator job because he's not very good at it. reporter: this is probably a question for you, mr. yarmuth, but, mr. peterson, you mentioned a lot of these cuts proposed are unpopular across the aisle and that they'll never go into effect and i think it's safe to say this budget going nowhere, particularly in the senate. but with that in mind, where do you see some of these proposals having support in congress among republicans and therefore having a chance of actually being enacted, where are you going to focus your attention so that some of these things don't -- mr. peterson: i think they probably have support amongst the freedom caucus types. and that's the trouble, if the -- and that's the trouble the republicans have in their caucus. they have an element that will probably support this budget but they are -- i don't know what they are, 20 to 40 people, and that's their problem. that's why they're hung up on health care. and why they will be hung up on this. you

joining us is mick mulvaney. we know you have been making your rounds and it's an important discussion. what is your take on the cbo scoring? >> good morning from washington, and according to the cbo it's sunny and 75 degrees this morning. i had to, it's too easy. what we saw is what we expected to see. you used damage control so much and that's not right. the cbo is terrible in counting coverage. 14 million people will lose care in year one, and let's go quickly to what happens in year one. the mandate goes away. that's it. none of the new policies kick in, and that means the cbo is telling you that somebody on the day after the republican plan goes into affect will drop off of medicaid they are getting for free and replace it with nothing. the cbo is assuming once the mandate is gone you will give up your free medicaid and have nothing. the cbo doesn't do a very good job -- >> that seems to asaousume they would intentionally make mistakes, and they are clear the amount of time and unknowns built into this would

the office of management and budget director mick mulvaney defended those program ts, particularly tos like meals on wheels. let me get your reaction to this. >> my mother-in-law prior to her passing on, she had meals on wheels at her apartment, five days a week. it's not seven days a week. they bring that extra meal for on the weekends. and it was her way also to know that she was safe. this is the president's budget. i'm not sure where the details came from. i can pretty much assure america the congressional budget, and when we get into appropriations, meals on wheels is a wonderful program. it is one i would never vote to cut even one dollar. >> that was representative chris collins, one of the earliest supporters if not the earliest elected official to support donald trump. he's breaking away from the president very clearly on this issue of funding for programs like meals on wheels. do you think we're going to see other republicans coming out against this? what are the implications of it if it does happen? >> oh, absolutely. we've had republicans come out against the cuts on meals

joining me is the debtirtor of office and management and budget, mick mulvaney. thank you for being on the show. >> thanks for having me. >> do you take the president at his word that he or his associates were wiretapped? >> i'm the numbers guy. i'm sitting here doing the budget and i'm not involved in the wiretapping issue. >> on one hand, are you concerned that eroding credibility on the that issue makes your job harder? >> listen, those of us who see and work with the president every day believe him, trust him and have no difficulties like the folks in the press do. >> you think this is just a press thing? you don't think this is a difficulty for folks that can take the president at his word on health care. he's made, hey, take my word for it and i'll make the changes and some of these folks are out on a limb on it. >> i was in that meeting thursday or friday, i lose track of the days and he had cogent argument, and it was a credible discussion and i don't have concerns with those things. >> you said this, you're not the first person to say something like this

tom price and mick mulvaney mentioned the estimates before without more, 25 million people would be on obamacare today. less than half of that are. look at the reason why they said this would happen. we are saying the government is not going to force people devise something they don't want to buy. if we end on obamacare mandate that says you must buy this plan. people aren't going to buy it. of course are going to suggest that if we're not going to make something -- make people do something they don't want to do, they're not going to do it. that's what behind -- that's what's behind this. once the reforms kick in, it will lower premiums. stabilizes the market. $1.2 trillion spending cut, $883 billion tax cut in three and $37 billion in deficit reduction. of course the cbo was going to say if you're not going to force people to buy something they don't want to buy, they won't buy it. but they are saying our reforms will kick in a lower premiums and make health care more accessible. i want to say one more thing and then i will stop talking. this is part one of a three-part plan. that's w

[ applause ] >> so congressman, you talked to folks in the white house, you talked mick mulvaneyok on the campaign trail donald trump repeatedly said he was going to build up the military, he wouldn't touch big entitlement programs like social security, so is this just him keeping his word to the american people? >> well, you could certainly make that case, chris, but he also didn't let the american people know what he was going to cut. he didn't let them know he was going to eliminate 20% of the budget for nih, which is doing incredibly promising research, and much of that research would stop in its tracks. he didn't tell them he was going to eliminate 30% of the diplomatic budget through the state department. he didn't talk about the fact that he was going to end programs like meals on wheels, the corporation for public broadcasting, national endowment for the arts. there are a lot of things that just when he says we're going to offset the cost, people didn't understand exactly what he was talking about, and i think now they get aense ofow cruel and heartless this budget is. >>
