persistent leadership new territories where al qaeda affiliates can find sanctuary has grown significantly during the same period particularly the middle east africa. al qaeda and other violent islamist extremist groups have long exploited muslim majority countries that have been weakened or fragmented by conflicts and neglected by the international community including the u.s.. they take advantage of these places to recruit radicalize and train the next generation of extremist foot soldiers. they use these places to plot and plan attacks including against our homeland. that is why al qaeda and its affiliates first went to afghanistan in the 1990s. that is why they later returned to yemen and somalia in the 2000's and that is why today they are fighting to build sanctuaries in syria, iraq and libya. there is now a clear precedent and increasing threat to america and our allies from those three countries that administration policymakers have signified that any involvement and i stress any involvement by the u.s. military there is for all intensive purposes off the table. that means that the u.s. will not evil to assist our local allies in co

question, because some of the issues raised with respect to al qaeda and the taliban in afghanistan have parallels in the broader middle east. you in your question no did we see al qaeda popping up in yemen and syria, and there are al qaeda affiliates present in a number of spots in the middle east. there are a lot of localized while its extremist's who for one reason or other may see an advantage in embracing the al qaeda brand. but whose concern and sources of support is localized. it is important the united states, as it parses these threats, continues to carefully takes discussing regime -- differentiations. when i look at the trajectory of u.s. policy is headed in a middle east, across north africa, egypt, the levant, syria, and iraq, and down into yemen, where we do not have a clear orientation toward the broad transformation that is occurring in the broader middle east, but we have a lot of worries about specific things we see, including violent extremism. there is a danger in responding to a by day to those urgent security situations, we re- create the paradigm that president obama came into office wanting to disman

but concerned about the increasing presence of the al-qaeda cross the middle east. places like syria, lebanon, iraq, afghanistan, and yemen. joining us is the host of cnn's "fareed zadeeria gps." does this crazy situation that's developed recently open a potential door for dialogue between washington and tehran? >> it might well, wolf. you know, we have tended to view the problem in the middle east ever since 9/11 in a very monolithic framework. very simple-minded way. if you think about the axis of evil. there are good guys and bad guys. actually, there are a lot of different kinds of bad guys and most of the people who have wanted to kill americans and kill westerners were sunni fundamentalists. they are entirely different from iran, which is a shia country. so the iranians never liked those guys. iran did cooperate a great deal with the united states in the afghan war. in fact, they helped us get rid of the taliban, install hamid karzai, and so there was -- there were those common interests. and we see them again, as these virulent al qaeda type movements come up

elk qaeda popping up in yemen -- we see al qaeda popping up in yemen and syria and there are al qaeda affiliates present in a number of spots around the middle east. there are also a lot of localized violent extremists who may see an advantage in embracing the al qaeda brand but whose concerns and sources of support and whose targets are primarily localized. it's very important that the united states, as it parses these threats, continues to carefully make distinctions and different nations -- differentiations. when i look at the trajectory of u.s. policy and where it's headed, across north africa and egypt, syria, and iraq and then into yemen where we don't have a clear orientation towards the broad transformation that is occurring in the arab middle east but we have a lot of worries about specific things we see including violent extremism. there is a danger that in responding day by day to those urgent security imperatives, we end up re-creating precisely the paradigm that president obama came into office wanting to dismantle of a sort of broadscale war on terrorism that drives our policy and drives the way we are perceived in the region and dr
