[laughter] so you've spoken quite a bit about congress and their role, but it strikes me that the presidential budget proposal which gets dissected is so mythical. why did it become such a fake document, and is there any hope when you see president obama several years ago trying to propose a more accurate budget, is there ever any hope of making that presidential budget meaningful? >> the president's budget has become kind of a political document. it has the advantage that a president has to put numbers on his promises which the people running against him don't have to do which makes -- um, but i think it's, something's gone wrong in our system where the president looks at the budget as the opening salvo in a long two or three-year negot
