cnn's miguel marquez is in fresno for us.ell us first off not only what the president is doing there, but tell us what your standing there doing now? >> reporter: i'm standing in a field that will be tomatoes, but this field will lie fallow as well as a third of the fields here in the central valley. the central valley produces about 90% of all processing tomatoes for the entire country. it does about half of all vegetables, fruits and nuts for the entire country as well. a lot of these fields will lay fallow. that will put a lot of pressure on certain products throughout the year, price pleasure on those produ -- pressure on those products. the president is here to head some of that off. >> you have been allocated zero surface water for the next year, is that correct? >> yes. >> reporter: he's making tough choices for the coming year, tougher than he's ever had to make on his 11,000-acre farm. >> california grows 100% of the processing tomatoes in the nation. >> reporter: how many will you grow here this year? >> there will

and so miguel marquez who is there, how is he doing right now? >> well, a little better.ook, he got off of the boat, and they hydrated him quickly, and he swelled up, and then he started to have problems with the liver function, and his kidney function and electrolyte balance and then they got him hydrated again, and now he is in much better shape, and now he has one more medical check to go, and that tomorrow, as soon as monday night here marshall island time, he could be headed home for el salvador. d don? >> where is he? >> well, we believe that he is now in an undisclosed location, a and he was at the marshall islands resort hotel and keeping up the pretense of him being in the hotel, and the public attention, and the press has been too much of him and the contingent on the island and there is nothing on the island that happens that everybody does fot know quickly, so this is extraordinarily big news for this place, and he is now at an undisclosed location to stay until he has the final medical checkup to board the plane for long, but not quite as long journey home. >

miguel marquez is at the state capitol, joins us now. we just hear the governor's statement. how did people react around you? >> reporter: well, they began chanting -- they were chanting "veto" one moment and they were chanting "thank you jan" the next. they're starting to gather over near the senate building here at the legislature. they are listening to democratic legislators now make announcements there in front of the senate here in arizona. enormous jubilation this has been vetoed. not a huge surprise for folks, though, given the way this thing has broke throughout the week. members of the senate that we spoke to today who had met with the governor said she expressed surprise and concern that it seemed to be rushed through both the house and senate so quickly. she wanted to understand how they got to this place. you heard her statement tonight saying very unequivocally there was no reason for that and she vetoed the bill outright. there was a previous bill last year almost exactly the same as this one she vetoed on other grounds. this time she's come out and vetoed the s

arizona state senators who stands behind sb-1062 also an exclusive with governor jan brewer, first, miguel marquez live in phoenix. miguel, you are at a protest. are they starting to gather outside the capital there? i understand they're going to keep coming back, there was a protest on friday that you reported from. >> reporter: yeah, this is actually growing here tonight, anderson, i'm going to show you what's happening here. 400, perhaps 500 people have shown up, it's not just gays and lesbians out in front of the capital now. it is democratic gubernatorial nominees, rabbis from local synagogues here, and even priests, all of them coming out from all different communities now to voice their concern about this bill. this protest really beginning to grow. they want to keep this thing going tomorrow and possibly an all night sort of presence at the capital wednesday. they want to have a presence until governor brewer decides what she's going to do. >> there are still obviously plenty of people in the state who support this. religious organizations say they are not going to be deterred by these pro

miguel marquez was there. , good morning. >> reporter: victor, christi, this is the scene outside of the arizona capital here, several hundred people, mostly gays and lesbians, mostly business owners gathered here in protest of sb-1062. they're chanting things like "veto, stop the hate and vote them out." very, very upset about the legislature here and them passing this law. it now goes to the governor's desk. she has not decided whether she's going to sign it into law or veto it. it sounds like it would be transmitted to the governor on monday. that would mean she would have five days probably until friday and saturday of next week to make up her mind in order to do that. what this crowd is most concerned with the lbgt community, in the state of arizona, they say, will be singled out bir this bill, but for those who are concerned about her religious freedom. those who support this bill say it does nothing of the sort. it only allows those who believe and have deep-held religious beliefs to practice their relig

>> miguel marquez, appreciate it. a number of of other states have considering similar legislation, recently stalled in kansas, died in south dakota and tennessee. joining us now is arizona state representative john cavanaugh who voted for the bill. and new york university law professor kenji yoshino. congressman, i want to start with you. if i own a bank in arizona and i'm catholic and under this law, can't i decide not to give a loan to a gay person or say an unwed mother, someone who's been divorced, as long as my faith is deeply felt? and i argue that loaning money to one of these people is a substantial burden on my beliefs, that i don't want to get into business, it's not trivial or technical or minor burden, a real burden to get into business with an unwed mother if i'm a catholic loan officer? wouldn't that be legal under this bill? >> absolutely not. >> why? >> under this bill -- this bill is not a new law. this bill is a law that was passed in the 1990s. it mirrors a federal law called the religious freedom

mission guess marquez joins us with the the latest. is there a feeling, miguel, that the business interests that seem to be like up against the bill are having a big influence? >> reporter: this is probably having the biggest influence on this. the governor has heard from every business group, every business in this state especially the big businesses. the biggest concern for them is that the uncertainty that this bill inserts into their workforce, saying that employees who have a deep religious belief they believe could possibly sue their own employer for offers health care plans that offer things like abortion services or any sort of reproductive services. the business community really going after this thing, applying an enormous amount of pressure on the governor, anderson. >> governor brewer is now back in her state. she was attending a governor's conference. any idea when she's going to make a decision? >> reporter: it sounds like tomorrow she will take the day to talk to legislators, business leaders, gay groups, those who are supporting sb 1062 to get the

. >> miguel marquez, appreciate the update. want to bring in new york university professor kenji. he's been our legal guide to what's in the bill and the larger implications of it. your reaction to what the governor said. >> well, i think it was a really smart decision. she didn't wait until the very end. so i think that she had until friday i guess to veto it. i think it was good she did it early. it was fairly decisive. i think she gave dog whistles to both sides in the sense she said the family is under attack so that satisfies the religious right. then she also said i believe in nondiscrimination which satisfied the lgbt community, played it down the middle. >> before she made her ruling, you and i had a discussion with nancy barta, state senator in arizona supporter of this bill, was a supporter and remained a supporter of this bill. and i pressed her on -- we both discussed with her if she could come up with one single example of discrimination based on religion in arizona that people of faith have suffered through. she couldn't come up with one other than hypotheticals that

miguel marquez is out front. to say as we're watching the room where she'll come out, in a very unusual case, not do something behind closed doors but have to address really the nation. >> reporter: well, we suspected she would. we know she's unhappy about a lot of things that have been said about arizona in the debate and she wants to say some things about what she feels is arizona. this is not the first time she and her governorship has been through this controversy. the crowd which is busily trying to watch and listen to what's happening expects a veto. they expect it so much, they quickly produced signs saying, thank you, governor brewer. this was supposed to be a silent call tonight. i'm actually going to take this call which i don't usually do on television but it's from our producer who's upstairs and she's holding the cell phone to the governor's podium and just in case our signal goes down i want to be able to hear what the governor says so i'm just listening at this point. a lot of anticipation here. th
