let's go to miguel marquez in little rock, arkansas, one of the states where vaccination rates are lowe the vaccination rates are lower, cases are going up more. what is the response there, are state officials looking to address that? >> reporter: look, they very, very concerned where this is heading. if you look at the map and the information that john hopkins are gathering from the state and you see where the infections are breaking out in the state, it is those rural areas, the biggest areas of outbreak in arkansas right now are in some of the rural areas. here in little rock, they are preparing. they are in a third wave of coronavirus infections say officials here. the delta variant is surging through this state right now. and they are hugely concerned about what the future holds. very simple number here. since the end of january, 99% of the people who have died in this state were unvaccinated. they are hoping that that message gets out and that people start to get vaccinated in much bigger numbers but they are not seeing it yet. only about a third of the state, the entire populati

miguel marquez, cnn, little rock. >>> joining me now, a health policy expert and senior researcher forard business school. so good to see you. he also recently wrote an op-ed for nrp titled "vaccine hesitancy in the u.s. is a peculiar privilege." doctor, explain what you meant by that. >> thank you for having me here. so we know that the pandemic will not be over in the united states or some other western nations until it's over everywhere. for that to happen there must be a fair distribution of vaccines around the globe and that's not happening at the moment. we have, for example, in the u.s. up to 50% of the population fully vaccinated as you were showing earlier, but in countries like india and in africa where the population is more than 2 billion people combined, we have less than 3% of the population vaccinated. now to me as an immigrant looking at these sort of stats, i was surprised because there is so much support and there is so much information available but there is hesitancy and refusal in the u.s. a recent poll suggested up to one-fourth of the population would refuse vacc

let's begin with cnn's miguel marquez in louisiana. the state going through a potential fourth covid wave. the pattern here, miguel is low-vaccination-rate states seeing bigger increases in new infections. is that what's happening where you are? >> in particular rural areas of the state. the state's main health officer says the state is in its fourth surge of coronavirus cases. they had a big one early on after mardi gras, another one last summer around this time. then it really took off last fall. that's what they're concerned about now. the numbers are not huge right now, but they are climbing and climbing very, very precipitously. they know that delta variant is out there. this is a region of the country that has ability 60% of the cases now, are delta variant. we were in wash tao parish in monroe, louisiana, where 99% of the patients coming through st. francis hospital in the last couple months were unvaccinated, those with coronavirus. it is so absolutely clear that they need to get the shot right now, but people are resistant. we

cnn's miguel marquez is in springfield. miguel, over and over, these health professionals say it's the unvaccinated getting sick and dying. >> reporter: yeah. and over and over, they are correct. one, little statistic for you. i could quote them, all day long. but here in green county, where we are in springfield, the county reported 17 deaths this week. didn't all occur this week but they reported 17 deaths this week. all 17, they were unvaccinated. at cox health here, the -- the delta variant is a real concern here. it was, first, discovered in this area in may. cox health here, in the state, when they send out their samples to the state government here, 90% of the patients that are checking in there and being hospitalized, the cox health system, have that delta variant. and one doctor there who runs the emergency department at cox health says they are coming in sicker, and they are staying longer. >> we are seeing a younger population. frankly, a healthier population. a lot of people, that you wouldn't, necessarily, expec

miguel marquez is in lafayette, louisiana.oth of these states have less than half of residents fully vaccinated. louisiana just 36%, florida 47%. >> reporter: where we are right now jackson health system, they said that over the weekend they saw double the amount of covid-19 patients coming in over what they saw earlier in the month. many of those who were coming in were unvaccinated and also they're noticing a surge in a younger patient. we're talking about the age bracket of 30 and 40. so you look at the dynamic at play here. we talked to one epidemiologist who said you have the cases doubling, you have the number of positive results going up and then you see that the number of vaccinations is steadily declining. i spoke to an infectious disease expert who said that not only is she concerned about the unvaccinated population and the younger population, she's taking a look at where we are and she believes that not only the u.s. but also florida jumped the gun. >> we jumped the gun because people who were unvaccinated were fol
