. >>> thanks so much, mika and joe. hi there. i'm stephanie ruhle. it is thursday, september 5th. here's what's happening now. hurricane dorian is not going quietly. in fact, it's gotten stronger as it moves up the east coast. this morning it is back to a category 3 storm as it slams into the carolinas, already flooding some areas including the historic city of charleston, and it is only going to get worse throughout the day. while people are hunkering down there, residents in the bahamas are just coming to grips with all that they have lost. that loss is staggering. the official death toll now at 20. the number is expected to go up as rescue workers pick through the devastation. at this point, more than 5,000 people are listed on social media as missing since the storm. although it is not clear how many are simply cut off from communication. we are covering every angle of the story with people up and down the coast. we'll get to the bahamas in just a moment, but first i want to go to charleston, which is taking the brunt of the storm right now. my colleague, partner, friend, ali

. >> mika, thank you very much for being on with us. we've been talking about the letter from the house speaker nancy pelosi seeming to escalate the standoff with the white house. the letter to colleagues she sent addressing the administration's efforts to block the release of the whistleblower complaint. new nbc news pool numbers are raising concerns about what people think of president trump. joining me is mark murray. some of these numbers, you've got to imagine the white house won't like seeing, right? explain that. >> hallie, of course our poll ended up coming out before these latest head lines regarding the whistleblower but the numbers are pretty much where they've always been at the beginning of the presidency, his overall job rating is in the mid to low 0s. it's not good for an incumbent president. but 69% of americans say they personally dislike the president regardless of his policy views. that includes 50% of voters who say that they both dislike him and dislike his policy ideas. and so that is really tough position for the

mika and i were hearing, you may have been hearing some of of the same things from our sources that work in eastern europe that this money was being held up. the arms sales were being held up because donald trump wanted to dig up information on joe biden and was pressuring ukraine do that. that was back in august. the financial times and "washington post" also wrote about this possibility as well. how -- how serious are those charges? should the democrats move forward? what's the next step? >> this is a -- i don't think there's any real precedent in american history for the president asking the leader -- try to extort the leader of a foreign power. a young, very pro western, very anticorruption -- who was elected on an anticorrupt ticket mind to dig up oppo research on his likely opponent, this just hasn't happened. we've had other sort of man factionmana factions. in has about 150 democratic lawmakers saying they would like to move ahead with impeachment. she will of course need at least 218 for there to be any mathematical sense in going forward. it seems like the tide, you know, is sw

mika, thank you so much.id, your quick thought, if this is what we're looking at, we know from just the past that storms take out of the economy what they later put back with the rebuilding afterwards. is that how this plays out? >> certainly we do not see a national effect on these storms. different stock sectors perform differently. certainly the home improvements, home depot, lowe's, can get a big boost here but it's not permanent. of course, it's the insurance companies, depending on their exposure, can see a dropoff but they can recover because they can increase rates and premiums to recover what they lost. neil: we try to put the financials in perspective. we aren't minimizing the real physical threat of these storms, just saying the pattern that plays out almost each and every time we see this. all right. down about 364 points on the dow. a lot of the companies that cater to those who want to stock up on goods, the insurance plays, the reinsurance plays, go their predictable way on a storm like this. t

mika and i are always debating on and off the show whether america's institutions can survive four moreually are not so sure you could ever see donald trump ever leaving the white house voluntarily. explain. >> another thing i have been saying for a long time that i see now, a lot of people are, i think, saying also. i saw michael cohen say it. i saw nancy pelosi say it. i don't think he's leaving. of course, he has been talking about that too. he talks about this third rate comedian -- me -- and then respected comedian, third rate but respected, who talks about him not using and it uses it as an opportunity to troll everybody and talk about how he's not leaving in the future. i didn't say forever. i'm just talking about -- and have been talking about the next election, 2020. i'm not saying he is going to stay after that. i'm saying if he loses the 2020 election, you try to get him out of there because he tried to set it up in 2016. it is rigged. as soon as he won, of course, he dropped that. also, he has got his people believing in conspiracy theories. i mean his fan base, that hard-co
