let's bring in chief white house correspondent for "politico" mike allen. i'm assuming this move is calculated. what is your sense of the response here? >> brian, we often talk about how remarkable this speech is. the president talked very little about drone policy at all. the most the president has ever said about drones was, believe it or not, on jon stewart's daily show. he asked him a question about it. and the president answered it. he said very little. and he hasn't talked about his thinking about the detention at guantanamo for a year. so part of this is the president turning the page on the war. this is part of the president reminding people that the iraq war has wound down. the afghanistan war will end soon. and so he's transitioning america to a national security policy that will outlast him and outlast the war. two remarkable things. >> you're looking at this as a real right turn in policy. this is going to be a major shift that we'll look back on in his presidency. this will be a major turn? >> yeah, brian. we'll see two big changes today. first

mike allen ask you on the gallup front. we just stumbled into this.reporter who has one of the most important news organizations, do you pay as much attention to gallup? i'll just say it. a lot of people say they watch us. we used to always talk about gallup until gallup gives me an explanation, i'm not going to put their polls on my show on why they screwed up so royally. do you guys at politico have serious questions about gallup right now? an organization i loved and followed for years. go ahead. i'm sorry. >> what we learned from this we need to be more disciplined about presenting a couple of polls together. we used to be more inclined, especially with gallup, to use it by itself and saw another example of this on sunday in the virginia governor's race. lead story in "the washington post" has the republican up a big number, like nine. yesterday, nbc has that race tied. and they were measuring slightly different things. but what that poll taught us was that it's a jump ball. and neither side has anything locked in. either one of those polls would

. >>> chief white house correspondent mike allen has a look at the playbook. so much going on in your neck of the woods. irs scandal politico reporting on specifically what the irs asked for from some of the tea party groups to draw out this application process. what were some of those things, mike? >> this is amazing, willie. we saw some of the letters that the irs wrote to conservative groups, tea party groups that were applying for tax exempt status and two frustration by these groups. one, they went months and months and, in some cases, years not getting any response from the irs and this is something that the inspector general criticized the management for in that response. and then when they did hear from the irs, look at what they were asking for. printouts of their facebook postings and other social media postings by the group, transcripts of their interviews what were they saying on the radio? what books were they reading and discussing? what tea party figures in the community did they know? it was like a big fantasy of big government gone wild. these
