here to discuss, ambassador james woolsey, the former director of the cia, kimberly dozier, and mike allenority staff director of the house intelligence committee. so glad to have all of you on this evening. ambassador woolsey to you first. north korea launched a ballistic missile a few hours ago. the u.s. says it was a failure, but is kim learning as he goes? does each new attempt make north korea even more dangerous? >> well, i think it's actually a little worse than that because the objective that they need is not to hit a target on the other side of the earth. that's the normal flight direction for an icbm, and that would nomrmally be the case. but they can launch a satellite into orbit, and it can be a relatively low orbit. the first thing we ever launched in space was a satellite. that's actually much easier to do than to hit a target on the other side of the earth. and if that satellite contains a small nuclear weapon and it's detonated over someplace, say the united states, it can be devastating to the electric grid. so we've got a bigger problem than that he might go beyond launch

what do we make of this, mike allen? >> well, several different things are happening at the same time in north korea. one, it's harder for our satellites and our intelligence assets to be able to locate road mobile missiles. at the same time, they're making tremendous progress on building an intercontinental ballistic missile, their nuclear program is progressing, and as you saw from the clips before this segment, the beledge rence is on full display in north korea. i think president trump is appropriately saying listen, the days of strategic patience are over, this is a problem whose time has come to deal with, we have got to enable our diplomacy by being able to show that we are willing to use force. god we hope we don't get to that point, but to enable diplomacy the chinese need to know we're serious, we need to get iranian-styled sanctions on the north koreans and i think president trump is appropriately putting focus on this issue because we cannot avoid it anymore. >> mike shields, the problem with all of this talk

mike allen, executive editor from axis, joins me from nbc.ot of word games from sean spicer saying it's not trump who has changed but everybody else has changed. what do you make of that? >> trump is the sun and all the planets whether it's chechnya or china. you were on the campaig trail when trump made these origina statements, and you know the president is moving toward a more sensible, moderate, globalist direction, whatever you want to call it, and the white house says, no, he's not changing, that there have been changes in these institutions. that also is true. but this is all part of what axios calls operation normal, and that is the effort by many people in the west wing to get the president to be a more conventional, moderate republican. some people were talking about you could do a graphic with president trump's head and president george w. bush 4-1 -- xli's body. the president is getting great approval for this and he responds to that. >> the word whiplash when you talk about these things. one is nato, the other is china. nato he s

don't want to put too much into anybody's reporting but there was a piece from jonathan swan and mike allenhat basically talked about administration with knives out at each other's throats and the constant infighting and they had their first basic summary execution. they fired a senior staff, deputy chief of staff it sounds like. and this goes on and on and all this tu tumult. and none of this gets trump where he needs. he needs behind him exexecuting on this stuff and not adding drama to an already dramatic president. >> martha: jessica, let's move what's your thought take a look back at the week. what's your grade? >> this has been a very, very rough week. apparently i'm a pretty harsh grader. obviously, right out of gate, what we have seen with this administration is a huge policy failure that came out of the gate wanting to talk about making good on a campaign promise which was repeal and replace. what we have learned is that they didn't have a plan that their own party could get on board with coming out of gate with a huge policy failure like that is not good for any president. so ther
