we have with us in studio, richard rubin, tax policy reporter and mike debonis, congressional reporter from the washington post. mike will go first. mike: thank you for joining us. tax reform obviously the fiscal , situation. i wanted to start with health care. the bill you and your fellow chairman put together in the house is over in the senate and we saw a lot of interesting developments this week. i think there is a lot of questions about what is going to happen going forward in the senate and i wanted to ask you about one thing in particular we have seen this past week, which is more senators talking about changes to the taxation element of that bill. in particular we're hearing , senators saying we may not want to repeal all of the obamacare taxes, especially the 3.8% investment income tax. how concerned are you they will go backwards on the tax policies bill and whatat will it mean for the policy of the bill and for its passage in the house? rep. brady: first, the senate is experiencing much what the house is members want a role say in the health care bill and wanted time to work

we back with our reporters, richard rubin and mike debonis. let's begin with health care. the president tweeting on friday, if the senate cannot act on a proposal, they should repeal and replace later. what does it do to the negotiations? >> i think as we heard chairman brady say that is a no go, we are far down this road of doing a repeal and replace simultaneously. of not onlyalities the politics but also the process that they have already started, it is really not credible to think that they are going to do a 180 on this and do a so-called repeal bill. at the same time, i was struck the chairman was pretty forthright in raise concerns about the direction that senate has had on the tax. he warned that it would be very hard for them to swallow a bill that it did not repeal the affordable care act's taxes. , doest a strong message it mean the house will refuse to pass a bill? he certainly didn't to go that far. we'll see how it plays out. gretchen: the tax of their considering keeping on what? investment income tax created as part of obamacare and applies only to individua

. >> so based on that, mike debonis, what's next for mitch mcconnell? what options does he have at the moment? >> you know, from this point forward, i think there's going to be a lot of actions in behind the scenes. they are trying to get 50 votes and merge from the senate. you know, there's a lot of talk now about so-called skinny repeal, which has become shorthand for a very scaled-back bill that wouldn't touch medicaid or the insurance regulations of the affordable care act but it would perhaps undo the unpopular mandates and perhaps set up a negotiation with the house. i will say that having spent some time in the house today and asking members about it, it's not a terrifically appealing option to them. if that passes, there's likely more prelude to wrangling and perhaps many more weeks of drama when i think congressional leaders in the white house are looking to move on to things like tax reform, debt ceiling, fiscal matters. it's looking like this could continue to be a live issue past this week. >> because initially we had heard talk from house r
