chief congressional correspondent mike emanuel live on this story for us on capitol hill. ty leader harry reid needs five republicans to pass this test vote. looks like he will get there, mike? >> reporter: martha, everybody i talked to today suggests it will be very close. for some republicans it is tough to vote against those who are struggling in america, those people who have been unemployed for a long period of time but a lot of republicans are saying essentially that they feel like the emergency is over. we're supposed to be in the fourth plus year of the economic recovery and so, when do you stop doing emergency and temporary benefits? we know there are a couple of republicans who will vote in favor. dean helloer from nevada. nevada's unemployment is substantially higher than the national average. susan collins after getting a phone call from president obama, signaled she will go forward with the test vote today. the question where do the votes come after that? so at this point not abundantly clear whether they get there or fall short by a vote or two. martha: some s

our chief congressional correspondent, mike emanuel, is live on capitol hill where the senate has returned. mike, where are the senate republicans on this issue about extending unemployment benefits? >> reporter: well, jenna, good afternoon. five republicans are needed to join with senate democrats to reach the critical 60-vote threshold in tonight's procedural vote. nevada senator dean heller is onboard with the measure. of course, unemployment in nevada, it remains above the national average. tennessee senator lamar alexander says he's opposed to this measure because the senate should take up and vote a number of good ideas to help put people back to work. and alexander's the cosponsor of a job training measure which has already passed the house. another key republican says if you want to extend unemployment insurance, find a way to pay for it. >> with regard to unemployment insurance, aye always said that finish i've always said that i'm not opposed to unemployment insurance, i am opposed to having it without paying for it. i think it's wrong to borrow money for china, but i'm not again

chief congressional correspondent mike emanuel on capitol hill.nd we'll hear from speaker john boehner. what will he say this morning? >> reporter: speaker john boehner told republican members, a turning point has been reached and research suggest that is the republicans have upper hand on jobs. he will hammer on the jobs message. it worked for years blaming lack of jobs on the economy on the bush administration. late last year there is research showing that turning point had been reached. boehner said to house gop member, quote, for the first time a majority of americans believe the troubles in our economy are more the results of the present than the policies of the past. you can expect boehner to hammer away at jobs. you can also expect to get his reaction to the obamacare registration numbers and also to that massive budget deal, martha. martha: i guess a term and another year in, perhaps those polls would reflect the way people are feeling at this point. this comes as leaders in the house and the senate, mike, have agreed to this bipartisan, m

uma: chief congressional correspondent mike emanuel is live from washington with more on this. fically are the republicans looking to do? >> reporter: well, uma, they want to make sure they win in 2016, so they're clearly trying to apply lessons learned from the 2012 experience, so the rnc is proposing reducing the number of primary debates and will block off february for iowa, new hampshire, south carolina and nevada to vote. the plan would also call for moving the convention from late august to late june or july allowing them access to money for the general election. >> we have found that our candidates between the time that they become the presumptive nominee, which is mid to late april, and the time that they can not just access the general election funds in august or september, but also the staff and talent and resources that come along with marrying with the national party was something that dragged on for far too long. >> reporter: the idea of reducing the number of debates was based on the really that mitt romney debated the rest of the republican field a lot more than h
