the government this was worth more than a trillion dollars and that deadline continues to loom, mike emanuel us from capitol hill. what are some of the key points of the steel? >> here are some of the key points of this giant dollars plus package to fund almost all of the government through the end of the fiscal year. expect an immigration battle at that point. 64 and dollars for overseas continuecontingency options. and taking on a ball of fire at home and abroad. we will get this and other legislation done. >> we will pass the cr and we will pass the bill before we leave here this week. >> expects to hear from john boehner about moving the package forward in the house. martha. martha: what our topo[ democras saying about it? >> they are hopeful and optimistic to get this done as well. >> there is no reason government should shut down. we are ready to pass a year-long spending bill. we have been trying to work with republican leaders to avoid a shutdown. you have to eventually take yes for an answer. >> i am hopeful the cases are emma kratz will be there in the end. martha. bill: thank you

chief congressional correspondent mike emanuel will have to work 25 days, maybe 23 between now and theno see you from capitol hill. >> thank you, martha. martha: what is the latest on on the job ahead of them. >> reporter: they need to pass something to fund the government late night december 11th. we're hearing that the top appropriations people on capitol hill, republican congressman hall rogers and democrat barbara mikulski over the thanksgiving day holiday to hammer out a deal. they expect it to be on the floor next week. complicating factors push leadership to do a short term extension in february so then a gop controlled congress can tackle government funding early on to get it started. whether they will strip funding to finance president obama's executive action which could lead to a big fight on capitol hill, martha. martha: that deals with the issue of immigration and action before us on that. the military and the mission against isis. funding is an issue there as well, right? >> reporter: no question about that. so the house leadership wants to hear from its rank-and-file memb

chief congressional correspondent mike emanuel is live in washington. what are these latest threats we are hearing from the north screen regime? >> it's known for its outrageous rhetoric. now pyongyang is threatening the u.s. mainland. so far president obama seems to be choosing his word carefully. >> i don't think it was an act of war. it was an act of cyber vandalism that was very costly and very expensive. >> reporter: the "new york post" is reporting it will be on "crackle" a streaming site owned by sony for free. they are saying this is a serious threat and north korea has the ability to become a huge source of instability. they are saying the president doesn't understand this is a manifestation a new form of warfare. the president calling this an act of vandalism bothers him greatly. >> saying aloha getting opening an airplane going to hawaii is not the answer. i don't think that's enough. this is a nation state who attacked an american country and threatened violence. >> reporter: the president is using language like the up s. is responding d lik

chief congressional correspondent mike emanuel live on this in washington. tell us about the funding cut, mike? >> reporter: well, bill, the tax collections agency has been cut about $345 million in this government funding package through september. as for the impact, depends on who you ask. >> all that happened is the budget is going to the 2008 budget for the irs. perhaps they should try something like become more productive, like the rest of the world does. >> there will be a price to pay as there already are revenue from irs enforcement will go down. ability of taxpayers to get assistance they need will be more difficult and things like that. bill: irs is telling employees no over time unless there is emergency situation and there will be hiring freeze. bill: meanwhile a house committee release as progress report on the irs investigation. what do we know that is in it, mike? >> reporter: well, bill, a former senior irs official considered admitting agency targeting of conservative groups before 2012 elections but did not. ultimately former official lois

chief congressional correspondent mike emanuel live on capitol hill. mike, this now moves to the senate. they bought themselves a couple of days here. there will definitely be vocal opposition from the left there as well, right? >> reporter: martha, no question about that. you can expect possible 2016 presidential contender to be front and center. massachusetts senator elizabeth warren came out early against the package because it would weaken dodd-frank banking regulation. warren urged her allies in the house and senate to stand up and fight. >> a vote for this bill is a developed for future taxpayer bailouts of wall street. when the next bailout comes, a lot of people will look back to this vote to see who was responsible for putting the government pack on the hook -- back on the hook to bail out wall street. >> reporter: to be clear, you will also expect to hear some opposition on the right. oklahoma senator tom coburn who is retiring, is probably going through that 1600 page bill looking for what he would consider goodies and wasteful spending, mart

. >> chief congressional correspondent mike emanuel is live with a look how it went down.te 56-40 and the senate began the process of considering some two dozen of president obama's nominees. texas senator ted cruz said the bill was unconstitutional which could allow president obama to implement the executive action. that was overwhelmingly rejected 22 in favor, 74 against. the top democrat blasted cruz. >> did you and your senate from texas raise the point of order attacking the pinning legislation on the grounds that the president has acted unconstitutional and junior senate from texas is wrong, wrong, wrong on several counts. >> three wrongs. after the votes, cruz fired back at reid. >> he's afraid of legislation that might pass, so he shuts down the senate to the avoid votes on it. you know, i think that's unfortunate. i'm glad we'll have a new majority lead there will let this body work, will bring up votes, let people debate it and let the body resolve the issues of the day. that's the way the senate is supposed to work it was a critical must-do piece of legislation
