. >> chief congressional correspondent mike emanuel joins us live from capitol hill.ow do house republicans move forward from here? >> reporter: heather, good morning. after the senate passes government fundings extension the house will need to act. i should note house speaker john boehner just has come out from the house republican conference meeting. we may bet more guidance for next steps from them. house republicans say they should consider a change in approach during this leadership transition. >> the house gop needs to be more aggressive rhetorically against the administration. in other words you have to take the fight to the administration. if you're perceived as fighting, then the political base says, you know what? i think you look at the world way i look at the world. i'm witting to listen to you when you are telling me what the next steps are. >> reporter: you should note house speaker kevin mccarthy, just walked out of the conference meeting. they meet later today to discuss a new speaker and perhaps other adjustments, heather. >> do john boehner's critics

details on that from mike emanu emanuel, our man at congress. any chance the republican leaders simply move up? >> it could be quite a shift in house gop leadership. assuming that kevin mccarthy becomes the next speaker, some are competing for his jobs. there are folks lining up for the possibility to jump up the leadership chart. the guy who wants to be speaker is making his pitch. >> i know what's going on across the country. and i'm concerned about what we hear. a lot of people in washington concerned about power and institutions. i'm concerned about making a difference in everybody's lives. >> meanwhile, senate majority leader mitch mcconnell announced a short time ago that he and john boehner plan to start negotiations with the white house with the hope of reaching a two-year budget deal. the idea setting spending levels for both years so the appropriations folks know how much they have to spend. shep? >> the tea partiers forced him out. are they running anybody or pushing others out? >> it sounds like -- they're saying they want to deliver

said earlier that john boehner was expect today speak at 10:00, according to the reporting now, mike emanuelr aides say he is not expected to speak. as one might imagine, things are very fluid right now. as i mentioned that aide who told me essentially that everything is scrambled at the moment. you're looking at this picture, at the stakeout camera as it's called, the members of congress, republican members, walk by and get asked question. congressman paul ryan was asked and i know his name has opinion brought up as a possible successor here, he said, i'm quoting here, i don't want to be the speaker. he at least appears to be taking his name out of the hat although he said it was a job for empty nesters and he has kids at home. clearly that didn't keep him away from a much bigger role, potential role a couple years ago. paul ryan is eliminating the ssibility right off the bat, he doesn't want to be speaker. what we'll watch for, whether or not john boehner speaks, it appears his aides say he's not. and nancy pelosi has a conference at 10:30 and expect to hear from her there. bottom line, ch
