mike emanuel live on capitol hill with more on that. mike? be. >> reporter: jon, good morning. talked to friends of congressman paul ryan who say they have intentionally not spoken with him to give him the time and space he needs to deal with a difficult decision. many see the job of speaker of the house as the toughest job in washington these days. most folks i've talked to believe ryan may be willing to do the speaker's job, but he's not willing to give away authority or gifts in order to win over support. i'm told by his colleagues that he doesn't want to be held hostage to take a job he's never sought before. at the white house aides say they don't have a rooting interest, but they're watching and waiting, noting president obama is an interested observer. >> the president was quite clear that he respects paul ryan, that he is somebody who, obviously, has spent a lot of time seriously thinking about some of the significant challenges facing the country. at the same time, the president has profound and occasionally vigorous disagreements with him on fiscal issues. >> reporter

we're bringing in chief congressional correspondent mike emanuel. what are you hearing right now?reporter: well, liz, congressional sources are choosing their language very carefully, recognizing that this plan needs to be sold to rank and file members. it sounds like that will likely happen tomorrow, but what we're hearing are some of the key points which would be raising the debt ceiling from next week until march 2017 when a new president takes over. as you mentioned,s it's been negotiated by key representatives of the white house and the top four congressional leaders, retiring speaker john boehner, senate majority leader mitch mcconnell, house democratic leader nancy pelosi and senate democratic leader harry reid. some key points, raising that debt ceiling from next week until march 2017, funding the government through at least october 1st and setting spending levels for two years. and it's also expected to address a hike in medicare premiums and dedeductibles which would affect an expected eight million seniors, also adjusting some of those automatic sequester cuts on defens

mike emanuel is on capitol hill today. mike? >> reporter: shep, the first test is expected in the house tomorrow with debate and vote on this package. on the democratic side this afternoon vice president joe bind expressed his support. >> what he put together is a good deal. no one got everything they wanted but it will last for two years and it will prevent us from lurching from crisis to crisis. >> reporter: it is a two-year budget agreement that would raise the debt ceiling. the government's ability to borrow money through march 2017. it would adjust spending caps by $80 billion equally divided between defense and domestic priorities. it would prevent a spike in medicare "b" premiums for millions of seniors and includes some long-term entitlement reforms to the social security disability insurance program. some conservatives don't like the spending adjustment. >> i will not be voting for it because in my view it is financially irresponsible. it increases spending by roughly $80 billion a year. excuse me, over a two-year perio

with mike emanuel will say good luck on that one. >> reporter: paul ryan appears to be giving indigent thought after consistently saying, no, time and time again, to friends and colleagues who have suggested he should run for speaker. ryan left the capitol this afternoon for the holiday weekend. his spokesman says reinert this support he is getting but is still not running for speaker. what we are hearing is he is expected to take the weekend to talk it over with his family. the two formal candidates are jason chaffetz, who says he will not run against ryan if he decides to jump in for speaker. however, florida's daniel webster says he is not running against anybody. he is running for principles and will still continue to compete for the job. retiring speaker john boehner is still on duty and willing to stay longer if necessary, but boehner says it's still his plan to hold an election for speaker at the end of the month and it's up to the house to figure it out. with deep divides in the house republican conference, most folks are looking at ryan as the fix-it guy, the guy who can unite

the plan, but has issues with the progress, we get that with chief congressional correspondent mike emanuel who has been working late night on capitol hill. what is the latest, 11:00 eastern today? >> reporter: a number of house conservatives, house freedom caucus they are no on this budget agreement which is no surprise that john boehner allies those worried about national security funding and the appropriations folks on capitol hill, a lot of them are suspected to be along with a number of democrats. >> we haven't counted the votes yet, i can't tell you what the vote going to be but i think members of the caucus, we are not enamored with it, all the pieces of the legislation, nevertheless it is a positive effort and they are reviewing it in that light. >> reporter: we expect paul ryan to be for the packets saying, quote, what has been produced with the long way toward relieving the uncertainty hanging over us and that is why i intend to support it. it is a big day for paul ryan with his gop colleagues due to the nominee for speaker replacing john boehner and paul ryan being the favorite.

joining us now from washington, mike emanuel, who covers the house for us. i'm not going to get into this tabloid garbage, but that -- you don't think that had anything to do with mccarthy pulling out of there, do you? >> bill, my sense from talking to people close to kevin mccarthy was that they felt like he was in an impossible situation. his allies who were supporting him to be the next speaker of the house said they were getting hammered at home by people who did not want their member of congress voting for john boehner 2.0. and so, he went to meet with this group of conservatives known as the house freedom caucus, talked to them about what they wanted for supporting him. and basically, they asked for a lot more power. and in the end of the conversation, they said to him, by the way, if we don't like what you're doing, we're going to try to get rid of you, kill you, get you out of power. and so, he realized he was in an impossible situation. >> all right. >> it might end his career. >> now, these 30 or 40 ultra conservative congress people have a club th

mike emanuel joins us live from capitol hill with more. >> reporter: we expect the house to vote on thisge package tomorrow which would handle the debt ceiling issue and more. it is a two-year budget agreement which would address the debt ceiling, the government's ability to borrow money through march 2017 when a new president and a new congress can deal with it. it adjusts spending caps, equally divided between defense and health care programs and would do long-term entitlement reform to the social security disability insurance program. john boehner talked about this deal a short time ago. >> a bipartisan agreement in a town that isn't known for a lot of bipartisanship, you're going to see bricks flying from those who don't like the fact there's a bipartisan agreement, but there is. it's a solid agreement, and i told my colleagues there isn't any reason why any member should vote against this. >> reporter: some outside conservative groups are already urging members to vote against it, and some conservative members of congress are grumbling that it was just unveiled overnight, and they'l
