chief congressional correspondent mike emmanuel live for us in washington.at caused the irs to hold up this controversial regulation? >> the irs was bombarded with 150,000 comments about this rule that would seek to limit political activity by tax exempt groups. the agency says it was the biggest response to any proposed regulation in its history. a short time ago, house speaker john boehner praised the rule saying, quote, the american people will not tolerate having their first amendment rights undermined by politically driven bureaucratic abuse in california. the ill conceived rules by the irs have no place in our democracy. and i'm grateful to our committees for their hard work to put a stop to this. the irs is likely to make changes to the proposed regulation based on the comments they've received. >> wow. so the people were actually heard. amazing, mike. what have we heard from the top democrats, then? >> they sound disappointed. new york senator chuck schumer says the irs should enact a tough rule to equally curtail both liberal and conservative groups
