so if you look at the forces, you're talking about guys like mike lee, former prosecutors, police, coming forward and saying this is a really modest step. john, do you want to address that? >> yeah, no, i think that's right. if we were having a bill that eliminate all mandatory minimums, some people would be up here but i wouldn't be among them. there's some data that suggests increased incarceration has had some effect in reducing violent crime rates. when some senators crime went down specifically because of mandatory minimum penalties, i don't think that's -- it's certainly not entirely act -- not entirely accurate, may not be accurate at all. there's been some studies that said increased incarcerations did lead to some reductions, 25% reduction in crime rates, but that means there's 75% of the reduction in crime rates is attributable to other factors. look, recidivism rates are high. there will be somebody out there who will get some kind of sentencing consideration who will commit a crime, but, you know, you have to weigh that against all the lost human capital and waste of keeping p
