you have mike mayo on this program a week or so ago calling for the cfo's head. >> interesting. >> what do we make of this? >> i'm glad you brought this up because i'm thinking of jpmorgan, before the grace of god go i and here comes this news at citigroup. things went from bad to worse with their mexican unit as disclosures hit the wire that what began as an s.e.c. investigation, a civil probe, has turned criminal with the manhattan prosecutors, his office taking the lead. the question is whether multiple people in the unit provided loans to an important client, the oil services client under false pretenses losing hundreds of millions of dollars potentially in the process. this tops citi's failed attempt to raise dividends and its stock buyback program after the industry stress test last week. and we've got concerns among analyst, calls for certain resignations. i think stern agee called it a time of transition yet again. citi has been in this kind of -- in this sort of wilderness period for a while. >> do you fear they're in danger of losing one of their very top executives? >> which

. >> mike mayo joins us, good to see you. is bank of america going to pass the stress test?e. two weeks ago bank of america had earnings that report showed less earnings power and you mentioned that. one week ago there was reports of a possible legal adjustment at the justice department and today we find that bank of america annual meeting in charlotte on april 7th and i'll be asking the question is bank of america too big and complex to manage? that's the bigger issue? >> the point robert frank was just making. >> i guess i wonder. do you think somebody else should be in moynihan's chair right now or is it structurally these are too big? are you implying that somebody else could do a better job? since the crisis we're relying on the regulators, and i think that's a middle ground and that's to better hold the board of directors more accountable. the chairman, what is he doing, what did he know and when did he know it? after seeing several rooms over the course of several decades, at some point you say what are the people overseeing the ceos doing to reassure investors? >> qu

mike mayo was on the halftime report criticizing the cfo of citi. guy who must be under intense scrutiny is man well medina mora. this man who i interviewed a couple years ago ran bantumx. he always remained in control and still oversees mexico. his pay was docked by more than a million dollars. it was because they found internal control issues. they were concerned about internal control issues in mexico in 2013. >> does that suggest he was involved or he was lax? >> i'm not suggesting he was involved but at minimum it will raise the question, who's overseeing the place and what's going on there? bantumx has always had a great degree of autonomy. when sandy wild bought it way back when, he bought all kinds of stuff, right? every single group he ever bought was renamed citi. except banamex. >> if the crimes took place only in mexico, how does that relate them back to here? >> are you asking whether or not the fbi has jurisdiction. >> yes. >> i think they must. >> we certainly presume they do, right? but i think that will be one of the questions raise

we saw mike mayo who is a banking analyst made a lot of news last week when he was on the halftime reportlly be taken to task for this, but at the same time somebody who is also going to come under increasing scrutiny as a result of this is probably the co-president overseeing global consumer banking. but he was in charge of banamex from 1996 to 21 and he was promoted toe kroo of latin america of 2004 and co-president back in 2010 but that entire time he also has overseen mexico. so, he will definitely be under scrutiny. his pay was docked by more than a million dollars last year due to issues of control according to citi's annual report. this is just yet another shoe to drop for this company and there were questions raised when they didn't pass the stress test as to whether or not it had anything to do with the situation in mexico. because that and a couple of other issues have raised questions about whether or not there are proper controls in place there and perhaps throughout the bank. one of the questions that's been raised. guys, back to you. >> yeah, and citi has the most internatio
